Busan City Begins Public Recruitment of Tenant Companies for '54,000 Pyeong Green Data Complex' in Eco Delta City

Busan City is creating approximately 54,000 pyeong within the Eco Delta City (EDC) exclusive corporate attraction zone as a 'Green Data Center Cluster' and will publicly recruit companies to move into the complex.

View original imageBusan City and the Korea Water Resources Corporation signed a business agreement in 2021 to attract excellent companies with high contributions to the local economy and designated a '160,000-pyeong exclusive corporate attraction zone in Eco Delta City.'
The city has divided the exclusive zone into three major areas based on key targeted industries: the 'Information and Communication Technology (ICT) Convergence Zone,' the 'Data Industry Zone,' and the 'Strategic Attraction Zone.' After adjusting supply methods, removing various regulations that hinder companies, and coordinating with government ministries, the city has begun publicly recruiting companies wishing to move into the 'Data Industry Zone.'
This public recruitment will be held from the 19th until August 30th and will be announced through the Busan City and Korea Water Resources Corporation Busan Eco Delta City websites.
Additionally, a separate business briefing session will be held on July 28th for interested companies. After evaluations in September, priority allocation candidates will be selected and recommended to the Korea Water Resources Corporation, which plans to complete sales contracts by October.
Companies applying to move into the Data Industry Zone will have their eligibility reviewed by a Resident Company Evaluation Committee composed mainly of private industry experts related to the sector.
Members of the Resident Company Evaluation Committee will also be selected through public recruitment. The evaluation consists of ① quantitative assessment (40 points), which evaluates financial soundness, employment numbers, technological capability, and local company participation rate, and ② qualitative assessment (60 points), which evaluates the appropriateness of investment plans, application of eco-friendly technologies and architectural plans, and contribution to the local industry.
Through this recruitment, the city plans to move beyond data centers as mere collections of simple IT equipment and select optimal companies with eco-friendly designs harmonizing with the surrounding landscape, excellent technological capabilities, and significant economic ripple effects such as job creation, thereby completing the Green Data Center Cluster.
Data centers are essential infrastructure for providing and using IT services in a hyper-connected intelligent society. Most IT services we currently use, such as artificial intelligence, cloud computing, the Internet of Things, and big data, are delivered through data centers.
Busan holds a geographical advantage as the starting point for over 90% of submarine optical cables going overseas, enabling global service provision. It also benefits from stable power supply from the Kori Nuclear Power Plant and easy utilization of specialized talent graduating annually from 21 local universities.
As data centers emerge as core infrastructure in the digital industry alongside eco-friendly issues, their impact on upstream and downstream industries such as eco-friendly construction, high-efficiency IT equipment, and building energy is expected to grow further.
Mayor Park Hyung-jun stated, “Eco Delta City is the optimal location to introduce innovative water resource and environmental technologies. We plan to develop the Data Industry Zone into a Green Data Center Cluster utilizing eco-friendly renewable energy, and we will continue to prioritize attracting eco-friendly companies that contribute significantly to the local economy to create a city where environment and economy are well balanced.”
Eco-friendly renewable energy refers to ① hydrogen fuel cells, ② LNG gas heating and cooling, ③ water thermal energy, and ④ utilization of waste heat from data centers.
Eco Delta City (EDC) is an eco-friendly complex waterfront city using advanced water management technologies. It is planned as a large-scale new city comparable to Sejong City, featuring advanced science and technology companies and research institutes, 28,300 apartment units, 1,700 single-family homes, a general hospital, and large commercial complexes.

In particular, it boasts a well-connected metropolitan transportation network as a hinterland area for Gimhae International Airport and Busan New Port. With the completion of the new Gadeokdo Airport, it is expected to be recognized as Busan’s premier residential and industrial complex.
