Ulsan City Provides On-Site Support for Fire Safety to Investment Companies
S-Oil Forms 'Shahin Project' Firefighting Task Force
Holds On-Site Meeting to Hear Difficulties and Discuss Measures

Ulsan City will provide on-site support in the fire safety sector for investment-attracting companies.
On the 13th, Ulsan City announced that it will expand its corporate investment support policies, which have been a focus during the 8th local government administration, to include the fire safety sector. The city plans to hold a meeting related to the promotion of the "Shahin Project" at the S-Oil Ulsan Plant at 3:30 PM on the 13th.
The meeting was arranged following the directive of Ulsan Mayor Kim Doo-gyeom to form a fire safety task force (TF) to support the "Shahin Project" of S-Oil, ensuring that complex fire safety permits do not cause delays in the project’s progress.
About 30 participants, including Deputy Mayor for Economic Affairs Ahn Hyo-dae, the head of the Future Strategy Headquarters, the Fire Department Chief, related TF members, and S-Oil officials, will share the progress of the "Shahin Project" and discuss plans for supporting fire hazard facility permits, challenges, and countermeasures.
Ulsan City has established a corporate on-site support team within the pledge implementation group and dispatches public officials to large-scale investment sites such as Hyundai Motor Company, S-Oil, and Korea Zinc to assist with various permits and approvals.
Among these, S-Oil’s "Shahin Project" is a large-scale construction project spanning 880,000 square meters with a budget exceeding 9.2 trillion KRW over four years (2022?2026). It is expected to require more than 600 permits, with over 200 related to fire safety facilities and hazardous materials.
In petrochemical facilities, fire safety permits constitute a significant portion alongside civil engineering and architectural permits. The related laws and regulations are complex, and many agencies are involved, resulting in lengthy and challenging permit processes.
To facilitate swift permit processing, a fire safety TF has been established to provide support. The dedicated fire safety team is led by the head of the Prevention and Safety Division of the Namulju Fire Station and consists of nine members, including representatives from the National Fire Agency, Ulsan Fire Headquarters, Ulju County, Korea Fire Institute, and Namulju Fire Station.
The team will regularly listen to difficulties from S-Oil, seek solutions, and provide administrative support for expedited processing through prior consultations related to fire safety and hazardous material facility permits upon official application submission.

Deputy Mayor for Economic Affairs Ahn Hyo-dae said, “In response to corporate investment in Ulsan and to ensure the project progresses swiftly, we have formed the fire safety TF and are holding this meeting. Ulsan City will continue to implement customized support policies for companies in accordance with the 8th local government administration’s policy direction.”
