President Yoon Suk-yeol stated on the 12th (local time) that "we will expand mutual military intelligence sharing with the North Atlantic Treaty Organization (NATO)." He judged that strengthening mutual partnerships for a rules-based international order is essential, as security in the Atlantic and Indo-Pacific regions is closely connected. President Yoon warned of North Korea's nuclear missiles, calling them a "real threat capable of striking as far as Paris, Berlin, and London."
In his speech at the NATO Allies and Partner Countries Summit held in Vilnius, Lithuania, on the morning of the same day, President Yoon said, "In today's hyper-connected era, security in Europe and Asia cannot be separated."

President Yoon emphasized "mutual partnership." He said, "NATO confirmed in its 2022 strategic document that security in the Atlantic and Indo-Pacific regions is closely linked and emphasized the necessity of mutual partnerships for a rules-based international order." He also mentioned that the Korean government decided to institutionalize cooperation in 11 areas, including non-proliferation, cyber, and emerging technologies, by concluding an 'Individual Tailored Partnership Program' (ITPP) with NATO during this summit. Furthermore, he stated, "Korea intends to establish an 'International Cyber Training Center' as a leading country in cyber security in the Indo-Pacific region," adding, "Cybersecurity cooperation between Korea and NATO will become more active."
Referring to the war in Ukraine and North Korea's nuclear missile threat, he defined, "The forces creating and fostering these threats are precisely totalitarian and authoritarian powers." President Yoon assessed, "Many people are suffering from the war in Ukraine, which has lasted for one year and five months, and the global economy has yet to regain vitality."
He also hinted at the government's continuous support measures for Ukraine. Specifically, he introduced plans to provide humanitarian aid this year, including mine-clearing equipment and emergency medical evacuation vehicles, and to participate in NATO's Ukraine Trust Fund to strengthen Ukraine's resilience. President Yoon said, "I and the Republic of Korea promise to stand with you until the day the freedom of the Ukrainian people is fully restored."

When mentioning the North Korean regime, he criticized, "They are focusing solely on advancing nuclear and missile capabilities, leaving behind the increasingly difficult livelihood of their people." He added, "North Korea's nuclear missiles pose a real threat capable of striking not only here in Vilnius but also Paris, Berlin, and London," and said, "We must unite more strongly, condemn, and respond with one voice." President Yoon also highlighted the significance of NATO allies condemning North Korea's nuclear missile program in the joint statement of this summit for the first time in five years, calling it a stern warning that such illegal acts will no longer be tolerated.
