'Donbongtu' Kang Raegu Partially Admits to 30 Million Won to Yoon Gwansuk Allegation
The key figure in the Democratic Party's 'cash envelope suspicion,' Kang Raegu, former Standing Auditor of Korea Water Resources Corporation (58), has partially admitted to the charges.
On the 11th, the Seoul Central District Court Criminal Division 21-2 (Presiding Judges Kim Jeonggon, Kim Mikyung, Heo Kyungmoo) held the first preparatory hearing for Kang, who was indicted and detained on charges including violation of the Political Funds Act and bribery.
Since the preparatory hearing does not require the defendant's attendance, Kang did not appear in court that day. Instead, his lawyer stated, "He admits to giving 30 million won to independent lawmaker Yoon Gwansuk under the pretext of providing funds to a member of the National Assembly." He also admitted to the charges of instructing and encouraging the delivery of 10 million won to Democratic Party regional headquarters chiefs, and receiving 3 million won in September 2020 from businessman Park (last name withheld) as a bribe for delivery requests related to equipment at power plants under the Water Resources Corporation.
However, he denied the charges related to the remaining 30 million won of the 60 million won that the prosecution claims was delivered to lawmaker Yoon under the pretext of providing funds to a member of the National Assembly, as well as the charges of involvement in paying 20 million won to regional situation room chiefs of the party.

Kang was indicted on May 26 on charges of conspiring with former Democratic Party leader Song Younggil, independent lawmaker Lee Seongman, lawmaker Yoon, and others from March to May 2021, and being involved in the distribution of a total of 94 million won within the party to ensure the election of former leader Song at the party convention. The prosecution has identified that the cash envelopes were distributed in three branches: incumbent lawmakers, regional headquarters chiefs, and regional situation room chiefs.
