Gyeongbuk Office of Education Improves Treatment of Fixed-Term Teachers... Changes in Long-Service Allowance Payment Method
The Gyeongbuk Office of Education will improve the method of paying longevity allowance for contract teachers working in the Gyeongbuk area starting in July to enhance their treatment.
The longevity allowance is a payment made every January and July based on Article 7 of the "Regulations on Allowances for Public Officials, etc."
The previous method of paying the longevity allowance calculated the "actual working period" only based on the period worked at the currently affiliated institution (school).
To address the discrimination in paying longevity allowance to contract teachers, the Gyeongbuk Office of Education prepared an improvement plan through the "2023 Contract Teacher Operation Guidelines" in February.
The improvement plan allows the inclusion of working periods even when the appointment authority differs (applying working periods from other cities or provinces) to pay the longevity allowance.
A Gyeongbuk Office of Education official said, "For example, if a contract teacher worked for two months in Gyeongju starting from January and then moved to a school in Pohang and worked for another four months, previously only four months of longevity allowance was paid, but from now on, the working periods in Gyeongju and Pohang will be combined to pay six months of longevity allowance."

Lee Sang-jin, Director of Secondary Education at the Gyeongbuk Office of Education, said, "We hope this improvement in the payment method will help boost the morale of contract teachers, and we will continue to steadily promote the maintenance and improvement of the system to eliminate unreasonable discrimination."
