View original imageAccording to Yonhap News Agency and the Busan Animal Abuse Prevention Association on the 10th, around 11 p.m. on the 9th, Mr. A, who was walking his pet dog, witnessed a puppy tied to a tree in an alley on Daehak-ro, Busanjin-gu, Busan. At that time, the puppy had a red plastic bag covering its face, and its neck was tied with a knot and then tied again to the tree with a string.
A representative from the Busan Animal Abuse Prevention Association said, "It appears someone intentionally tied it," adding, "Mr. A, who witnessed the situation, took the puppy out of the plastic bag and is currently providing temporary care." Fortunately, the puppy is reported to be in good health. The association is receiving reports via social networking services (SNS) from witnesses of the abandonment scene or households raising similar puppies. They have also reported the case to the police and the local government to find the person who abandoned the puppy.
The representative stated, "Whether the intent was to prevent the puppy from seeing or to suffocate it, this act is clearly animal abuse," and urged, "We ask for many reports to help catch the bold animal abuser and abandoner."
A Busanjin-gu official said, "We tried to identify the culprit through closed-circuit television (CCTV), but it was a blind spot, so we could not determine who it was," adding, "We plan to request an investigation by the police on charges of animal abuse."

The police apprehended the man based on the store's CCTV footage and sent him to the prosecution without detention. If caught abandoning animals, one can be fined up to 3 million won under the Animal Protection Act.
