Provides Cooling Expense Support During July-August Heatwave to Create Comfortable Work Environment Without Worrying About Electricity Bills
Improves Rest Areas in 5 Complexes and Supports Work Uniforms, Health Checkup Fees, Birthday Dining Gift Certificates, and More
Seongdong-gu (Mayor Jung Won-oh) announced that starting this July, for two months, it will support up to 20,000 KRW per air conditioner per month to improve the working environment for apartment complex managers and janitors in preparation for the heatwave.
Since 2021, the district has been conducting the nation’s first “Electricity Fee Support Project for Air Conditioners in Work and Rest Facilities of Managers and Janitors” to protect the rights of essential workers in apartment complexes.
Last year, excluding complexes with no air conditioners installed among apartment complexes with 20 or more households, a total of 22.76 million KRW was provided to 129 complexes, and this year support is planned for 148 complexes.
Additionally, while implementing the apartment complex support project, the district designated the “Improvement of Working Environment Facilities for Managers and Janitors” as a leading project, prioritizing the installation of cooling and heating facilities such as air conditioners in guard posts and rest areas.
Last year, 45 million KRW was provided to 24 complexes to create comfortable working and rest facilities, including ▲rest area creation and repair ▲water heater installation ▲restroom repairs.
Furthermore, five complexes selected through the Seoul Metropolitan Government’s “Model Apartment Complex Support Project” will have their rest areas improved and air purifiers installed to enhance labor conditions and welfare for management workers. Work uniforms, health checkup fees, and birthday dining gift certificates will also be supported.
Seongdong-gu enacted the “Ordinance on the Protection and Promotion of Human Rights of Apartment Complex Managers in Seongdong-gu, Seoul” in July 2021. The district has also promoted renaming security guards as managers, and provides free legal consultations and mental health counseling related to labor management and job insecurity.

Mayor Jung Won-oh of Seongdong-gu said, “We hope everyone stays cool this summer through the support of cooling expenses during the heatwave,” and added, “We will continue to respect the human rights of essential workers and encourage their work motivation to promote long-term employment, striving to spread a culture of coexistence in apartment complexes based on trust and consideration with residents.”
