A two-year-old child without a birth registration was found in a home in Cheonan where a domestic violence report had been filed.
According to the Cheonan Dongnam Police Station in Chungnam on the 4th, a 2021-born infant without a birth registration was discovered around 5 a.m. on the 24th of last month at a residence in Daeheung-dong, Dongnam-gu, Cheonan City.
When police responded to the domestic violence report, they identified the child's personal information and discovered the unregistered birth. Fortunately, the child's condition was reported to be good, with no signs of physical abuse.

View original imageThe police booked the child's biological mother, Ms. A in her 40s, and biological father, Mr. B in his 50s, on charges of child abandonment and neglect. It is known that the child was born to Ms. A and Mr. B before Ms. A completed her divorce process with her ex-husband.
The couple stated that they attempted to register the birth but were unable to do so because they were asked to provide additional documents proving that Mr. B was the biological father.
Due to the lack of birth registration, the child did not receive free vaccinations for tuberculosis, hepatitis B, Japanese encephalitis, typhoid, and other vaccines provided to all infants and toddlers. The child also missed out on support such as a 300,000 won birth congratulatory allowance, newborn celebration supplies, and a 30% discount on electricity bills.

Under the Family Relations Act, the mother must register a child born out of wedlock, and if the father registers the birth of a child born out of wedlock, he must attach the mother’s marriage certificate. Additionally, if the mother’s family relation register does not exist or its registration status is unclear, a notarized document proving that the mother is not married or two or more guarantors are required.
A police official stated, "The couple tried to register the birth at the time, but when Cheonan City requested additional documents to prove the biological father, they have not been able to register it until now," adding, "We are investigating Ms. A in her 40s and Mr. B in his 50s on charges of child abandonment and neglect."

Regarding the birth registration procedure, a Cheonan City official explained, "First, the child must be registered as born during the marriage with the ex-husband, then the court must rule that the child is not biologically related to the ex-husband, and afterward, a ruling must be obtained confirming that Mr. B, the current husband, is the biological father."
