Jeon Seong-su, the Mayor of Seocho-gu (photo), is gaining attention for applying blockchain technology to solve social issues.
Seocho-gu announced that starting this month, it will promote the ‘Good Seocho Coin’ project to create a community where residents solve social problems such as climate change and isolation/aging of vulnerable groups by exchanging positive influence.
‘Good Seocho Coin’ is a blockchain-based virtual currency issued by Seocho-gu Office that rewards activities exchanging ‘good values’ with coins.
Through this project, Seocho-gu awards Good Seocho Coins for carbon neutrality practices, protection of socially vulnerable groups, and talent donations, realizing social value through small daily actions and spreading pride and good values among residents.
In response to climate change caused by global warming, Seocho-gu awards Good Seocho Coins each time residents practice carbon neutrality in daily life. Also, residents who find and protect vulnerable groups in welfare blind spots or practice neighborly sharing through talent donations receive Good Seocho Coins.
The ‘Good Seocho Coin,’ which combines good values and blockchain technology, accumulates one coin per good influence, creating a ‘virtuous cycle of positive influence’ where good deeds permeate residents’ lives?this is the future vision Seocho-gu is drawing.
First, residents are encouraged to participate in carbon neutrality practices in daily life by delivering reusable items to the ‘Seocho Carbon Zero Shop.’
Currently, about 300 carbon zero shops such as cafes, laundries, and butcher shops are designated within Seocho-gu. Residents and shop owners who bring items like paper shopping bags, hangers, and ice packs to these stores can accumulate coins. Coins are also earned by participating in ‘transparent PET bottle’ collection activities for environmental protection.
For example, bringing 10 clean hangers to a laundry designated as a carbon zero shop earns 1 coin, and bringing 10 transparent PET bottles to the Senior Welfare Center, Nutinamu Shelter, or Women and Family Plaza also earns 1 coin.
Seocho-gu has about 1,300 ‘Seocho Nubi-dan’ members who roam neighborhoods to find neighbors in need. When they identify households in crisis within welfare blind spots and those households are registered as welfare recipients, 10 coins are awarded; 5 coins are given when services are linked. This helps prevent isolation of socially vulnerable groups and resolves welfare blind spots.
Moreover, Good Seocho Coins can be earned through ‘talent donation’ activities by donating knowledge and skills. This program matches talent donors active in various fields such as education, lectures, mentoring, performances, and arts with those in need, spreading positive influence.
For example, a person with professional photography skills providing health photo services to members of veterans’ organizations or talent donors performing Nanta shows at welfare centers earn 1 coin per hour of activity.
Additionally, to promote seniors’ health and contribute to reducing social costs related to aging, residents aged 60 and over can earn and use Good Seocho Coins by attending health lectures and volunteering.
Accumulated coins are converted at 100 KRW per coin and can be used to pay for course fees or facility usage fees at community centers and Seocho-gu Senior Welfare Centers, or at Seocho Carbon Zero Shops. Coin holders may also choose to donate their coins.
Originally started to promote seniors’ health and community participation, the ‘Good Seocho Coin’ program was fully revised last month through an ordinance to expand positive influence throughout society.
