The height restriction in Guro-gu’s Oryu Height District will be lifted after 53 years.
Guro-gu (Mayor Moon Heon-il) announced, “We actively welcome Seoul City’s ‘New Height District Plan,’ which includes the lifting of the Oryu Height District.”
The area subject to the lifting of the highest height district is 94,130㎡ around 28, Buil-ro 1na-gil, Guro-gu (Onsu-dong 100-64).
The area was designated as a scenic district in 1971 to prevent disorderly urban expansion, and about 20 years later, it was changed to the highest height district, limiting building heights to under 20m (under 30m for apartment-style factories).
In response, Mayor Moon Heon-il, along with Deputy Mayor Eom Ui-sik and senior officials, have continuously made efforts to negotiate smoothly with Seoul City by visiting city hall in person or making phone calls to lift the regulations.
The district office pointed out that while the Onsu Station area, excluding the Oryu Height District, is growing through high-density and high-rise development, the regulated area has been hindered in development and property rights have been infringed.
They also proposed that since the area was replaced from a scenic district to the highest height district, its designation purpose differs from other areas aimed at landscape protection.
Meanwhile, the area was also established as a district unit plan in 2008, so with this lifting, it is expected to be managed free from overlapping height restrictions.

Mayor Moon Heon-il stated, “We will meet the expectations of residents who have waited for change for a long time and give momentum to development projects for regional revitalization,” adding, “We hope the Onsu Industrial Complex within the area will become a cutting-edge industrial complex leading urban growth like G-Valley.”
