"Yellow Envelope Act, Discussion Between Ruling and Opposition Parties Before Plenary Session"… Chairman Sohn Kyung-shik Sends Letter to National Assembly
Son Kyung-sik, Chairman of the Korea Employers Federation, conveyed to the National Assembly the opinion that in-depth discussions between the ruling and opposition parties are necessary before the Labor Union Act amendment bill is submitted to the plenary session.
On the 29th, the Korea Employers Federation announced that Chairman Son delivered a letter expressing the business community's concerns regarding the submission of the amendment to Articles 2 and 3 of the Labor Union Act to the plenary session to Kim Jin-pyo, Speaker of the National Assembly.
The amendment to Articles 2 and 3 of the Labor Union Act, commonly known as the Yellow Envelope Act, was processed for direct submission by the Environment and Labor Committee of the National Assembly on the 24th of last month. According to the National Assembly Act, if no agreement is reached between the ruling and opposition parties within 30 days after direct submission to the plenary session, the decision on whether to submit the bill will be made by a secret ballot vote in the plenary session. The opposition party announced that it plans to handle the 'matter of submission to the plenary session' of the Yellow Envelope Act at the National Assembly plenary session on the 30th.
In the letter, Chairman Son appealed, "The amendment to the Labor Union Act is a bill that could shake our industrial ecosystem and cause significant changes in labor-management relations," adding, "Before the bill is submitted to the plenary session, there must be in-depth discussions between the ruling and opposition parties regarding the confusion it will cause in the industrial field and the legal system issues."
Chairman Son also emphasized, "Companies have great concerns about the amendment to the Labor Union Act," stating, "This bill draws the primary contractors into the labor-management relations of subcontractors and limits the right to claim damages for illegal strike actions, which is unprecedented worldwide."

He further expressed concern, saying, "If the amendment passes, the industrial ecosystem between primary and subcontractors will be seriously disrupted, and the industrial field will experience great confusion due to labor disputes and illegal activities throughout the year."
