Goyang Ilsan Technovalley 'Bio Specialized Complex' Promotion
Gyeonggi Province is promoting the designation of 'Goyang Ilsan Technovalley' in the northern region as a bio-specialized complex to serve as a new growth hub.
If designated as a national advanced strategic industry specialized complex through a government competition, industrial facility land can be supplied at cost through private contracts, actively attracting bio companies.
Gyeonggi Province announced on the 27th that following the addition of bio to the existing semiconductor, display, and secondary battery sectors as national advanced strategic industries at the 2nd National Advanced Strategic Industry Committee held in May, it has begun preparing to apply for the bio sector of the national advanced strategic industry specialized complex.
Once designated as a national advanced strategic industry specialized complex, industrial facility land can be supplied at cost through private contracts.
Kim Dong-yeon, Governor of Gyeonggi Province, expressed strong determination in response to a provincial council inquiry in March, stating, "We will include bio in the national advanced strategic industries and ensure that Goyang Ilsan Technovalley is designated as a national advanced strategic industry specialized complex."
Gyeonggi Province plans to actively consult with Goyang City, which is responsible for permits and approvals, and other stakeholders to attract leading companies and apply for designation in preparation for participating in the Ministry of Trade, Industry and Energy’s national advanced strategic industry specialized complex bio sector competition.
Goyang Ilsan Technovalley is an urban development project jointly undertaken by Gyeonggi Province, Goyang City, Gyeonggi Housing and Urban Corporation, and Goyang Urban Management Corporation, covering approximately 870,000㎡ (260,000 pyeong) in Daehwa-dong, Ilsanseo-gu, Goyang City. With a project cost of 850 billion KRW, it aims to establish a location base to attract innovative companies in the bio-medical, media-content, and advanced manufacturing sectors. Construction began in September 2023, with completion targeted for 2026.

Kim Ki-beom, Director of Urban Policy at Gyeonggi Province, explained, "The Goyang Ilsan area is a region with high self-sufficiency functions through regional development projects such as the tourism and cultural complex (K-Culture Valley, etc.), broadcasting and video valley, Janghang public housing district, and Ilsan Technovalley, and will become the economic center of northern Gyeonggi in the future." He added, "We will develop the Goyang Ilsan area into a space of opportunity where work, live, and play coexist."
