Ulsan Office of Education Enhances Instructional Capacity to Ensure Minimum Achievement Levels
Ulsan Metropolitan Office of Education supports strengthening teachers' capabilities in preparation for the full implementation of the high school credit system in 2025.
From the 20th to the 22nd, Ulsan Office of Education conducted the "2023 Academic Year Minimum Achievement Level Assurance Guidance Teacher Capacity Building Training" for 166 high school Korean, Mathematics, and English teachers in the Ulsan area at the Park Sang-jin Hall of the Ulsan Education Research and Information Center.
This training was organized to enhance the expertise of school teachers in guiding students to meet the minimum achievement level.
The training included practical lectures and group-based applied learning on understanding minimum achievement level assurance guidance by subject, writing minimum achievement level statements, and creating assessment items for minimum achievement levels.
According to the phased implementation plan of the high school credit system, a non-completion system will be introduced for all high school subjects starting in 2025, when the system is fully applied.
Accordingly, from this year, schools are conducting minimum achievement level assurance guidance in various ways for the common subjects of Korean, Mathematics, and English to help students reach the minimum achievement level.
The minimum achievement level refers to the minimum degree to which students are expected to attain the knowledge, skills, and attitudes after completing the teaching and learning of each subject.
Under the high school credit system fully introduced in 2025, if the academic achievement rate for a subject is below 40%, it is considered that the student has not reached the minimum achievement level and has therefore not completed the subject.
A teacher who participated in the training said, "Through this training, I understood the necessity of minimum achievement level assurance guidance and also learned specific ways to utilize minimum achievement level statements."
Following last year, the Ulsan Metropolitan Office of Education plans to additionally develop and distribute the "Teaching and Learning Support Materials for Minimum Achievement Level Assurance Guidance (Literature, Mathematics, English I)" to all high schools in the Ulsan area by February next year.

An official from the Ulsan Office of Education stated, "For the successful establishment of the high school credit system, operating minimum achievement level assurance guidance is of utmost importance. We will spare no effort in supporting teachers’ capacity building through training, counseling (consulting), and development of teaching and learning support materials."
