Achievements such as the relocation of Cheongdam High School to Jamwon and the progress of the Gyeongbu Expressway Overpass Project mark the fruits of the 8th elected term’s first year, with 8 new changes created together with residents... Through these 8 new changes, the district has pursued ▲ resolution of residents’ long-standing issues such as the relocation of Cheongdam High School to Jamwon and the designation of the Seocho-dong district unit plan ▲ creation of a cultural belt with five themes from Umyeonsan Mountain to Hangang Submerged Bridge ▲ progress in the Gyeongbu Expressway overpass project ▲ opening of Bangbae Forest Environmental Library ▲ establishment of disaster prevention infrastructure ▲ rapid promotion of reconstruction ▲ revitalization of neighborhood commercial districts ▲ expansion of transportation and parking infrastructure.
First, it played a role in resolving long-standing residents’ issues. The 30-year-old issue of relocating Cheongdam High School to the Jamwon area was brought to fruition, successfully concluding a land exchange agreement between Seoul City and the Seoul Metropolitan Office of Education last November through mediation of opinions between the two entities.
In September, the Seoul City Urban and Architectural Joint Committee approved the Seocho-dong 1342 district unit plan, laying the groundwork for high-density mixed-use development around Hyoryeong-ro.
This valuable result was achieved after persistent negotiations with Seoul City over 11 years.
The creation of a cultural belt aims to make culture breathe in everyday life. Utilizing rich infrastructure such as the Music Culture District and the Seoul Arts Center, a "cultural belt" will be established connecting Umyeonsan Mountain to the Hangang Submerged Bridge. Along the 3.5 km section of Banpo-daero, a "street of culture" with five themes will be created: Instrument Street, Music Festival Street, Judicial Justice Hub, Book Culture Street, and Tourism Shopping Street.
The Gyeongbu Expressway overpass project also bore fruit. The district has been promoting the project since 2014, and during the 8th elected term, through the "Gyeongbu Expressway Overpass Realization Strategy Establishment" study, it prepared plans at the district level for utilizing the upper space, deriving an optimal plan reflecting residents’ opinions. The district plans to focus administrative efforts on continuous cooperation with Seoul City to ensure the project’s success.
On the 24th of this month, the Bangbae Forest Environmental Library, where nature and healing coexist, will open. The Bangbae Forest Environmental Library is a forest library where visitors can contemplate and rest surrounded by nature.
With this, the "one library per zone" infrastructure is completed in Seocho, Banpo, Yangjae, and Naegok, creating an environment where anyone can enjoy reading near their home.
To reduce disaster risks, the district also focused on building disaster prevention infrastructure. The Banpo Stream watershed separation tunnel to prevent flooding around Gangnam Station was completed last September. Flood relief measures are underway for the frequently flooded areas of Bangbae and Yangjae-dong, with plans to install a sewage culvert in Bangbae-dong and a rainwater pumping station in Yangjae 2-dong.
Additionally, to prevent safety accidents in crowded areas, public-private cooperation among police, fire services, and volunteer patrols conducts patrols in major congested areas such as Gangnam Station, and a comprehensive safety accident response manual has been established.
Furthermore, through the Ministry of the Interior and Safety’s "Digital Twin" pilot project, 650 million KRW in national funding was secured, and an early warning system for aging facilities using IoT technology is being established to create a safer Seocho.
Efforts to build a high-quality residential environment through rapid reconstruction promotion are also underway. In February this year, the district established the nation’s first residential maintenance guidelines, laying a basic foundation.
Moreover, the "Seocho-type Reconstruction Expert Support Group" operates to actively support the swift promotion of reconstruction maintenance projects.
To empower small business owners, the district has vigorously promoted neighborhood commercial district revitalization. The Yangjaecheon-gil commercial district has been branded as "Salon in Yangjaecheon" and is being nurtured into a distinctive neighborhood commercial district with a 3-year budget of 3 billion KRW.
Additionally, the Bangbae-dong Cafe Street and Jamwon-dong Soy Sauce Crab Street were selected in Seoul City’s regional commercial district revitalization contest, securing 200 million KRW in city funds, establishing a sustainable and systematic foundation for neighborhood commercial district development.
The district also devoted efforts to expanding transportation and parking infrastructure for convenient living. In December, a financial agreement was signed with the Gangnam-Seocho Office of Education to create a public parking lot in the relocated education office building, and the district-operated Yangjae public parking lot is scheduled for completion this year. Furthermore, the district was selected for the Ministry of Land, Infrastructure and Transport’s "Digital Twin National Land Pilot Project," securing 700 million KRW in national funding and collecting traffic volume data using mobile data.
The district holds regular employee assemblies to share the achievements made during the first year of the 8th elected term.
