Yongsan-gu (Mayor Park Hee-young) has conducted a ‘Crowd Safety Management Simulation Service’ targeting two locations: the Itaewon Tourism Special Zone and Hannam-dong Cafe Street.
The purpose is to carry out scenario-based simulations in densely populated areas where many people gather, to predict risk points in advance and establish a system for efficient response.
The targets are the Itaewon Tourism Special Zone and Hannam-dong Cafe Street. Preliminary work such as expert on-site investigations, pedestrian and traffic volume surveys, and spatial information collection is conducted first. Then, scenario-based simulations based on the collected big data are performed to predict locations where crowds are likely to concentrate.
The service is scheduled to be completed in August.
The district plans to promote linked projects for crowd accident prevention in the risk zones identified by the service results. Representative measures include ▲installation of ‘intelligent CCTV’ for real-time crowd density monitoring ▲improvement of road and pedestrian environments such as slope maintenance ▲enhancement of safety facilities like logo projectors and guide signs.
The crowd density information analyzed through intelligent CCTV will be displayed on the district office’s disaster safety situation board according to risk levels. Situation room personnel will monitor the site via screens and share the situation with related agencies such as Seoul City, police, and fire departments to promptly respond with measures like traffic control and crowd dispersal depending on the risk level.
A district official stated, “Given the nature of crowd accidents that occur instantaneously in overcrowded situations, it is important to identify and prepare for risk zones in advance,” adding, “Based on the service results, we will introduce a safety management system grounded in scientific analysis methods.”
Since January, the district has converted the Integrated Control Center, which operated under the service system, to direct management and established a separate Disaster Safety Situation Room to enable faster response to disaster situations.

In May, Yongsan-gu fully revised the Basic Ordinance on Disaster and Safety Management. Ordinances related to safety management of outdoor events in Yongsan-gu and the operation of Yongsan-gu Citizen Safety Insurance are currently under legislative promotion.
