Decision on Victim Recognition Within 60 Days After Reception
Yongsan-gu (District Mayor Park Hee-young) operates the ‘Jeonse Fraud Damage Support Center’ in accordance with the Special Act on Support for Jeonse Fraud Victims and Housing Stability.
The Jeonse Fraud Damage Support Center is composed of the Center Director (Vice Mayor), Task Force Leader (Director of Urban Management Bureau), Overall Operations (Real Estate Information Division), and Support Departments (Civil Service and Passport Division, Housing Division, Welfare Policy Division, Health Management Division).
The district has established a separate consultation window at the Real Estate Information Division Civil Service Office on the 2nd floor of the district office, where basic investigations on jeonse prices, real estate prices, rights relations, and actual conditions are conducted upon damage report reception.
After deliberation by the Ministry of Land, Infrastructure and Transport’s Jeonse Fraud Damage Support Committee, the tenant is notified within 60 days whether they are recognized as a victim.
In addition, free expert legal counseling, review of legal violations by landlords, emergency housing support for victims, and psychological counseling at health and welfare centers are also linked.
Applicants must be residents registered in Yongsan-gu or residents from other areas who have registered leasehold rights within the district.
Residents wishing to apply must submit relevant documents such as an ID card, resident registration abstract, copy of the lease contract, consent form for personal information use, damage statement, landlord’s bankruptcy declaration (or rehabilitation commencement) decision, auction or public sale commencement, execution order, or leasehold registration.
District Mayor Park Hee-young said, “If you have suffered from jeonse fraud, please visit the center where you can receive one-stop assistance including legal and psychological counseling and emergency welfare support,” and added, “We will actively promote projects to prevent jeonse fraud damage.”

The district operates the ‘Jeonse and Monthly Rent Safety Care Information Plaza,’ where various jeonse and monthly rent policies can be found at a glance, and the ‘Jeonse and Monthly Rent Safety Care Service’ for young people with little real estate contract experience. These services are available through the district website.
