Omiseop, Gwangju Seo-gu Council Member, Enacts 'Ordinance on the Status and Rights Protection of Artists'
Oh Miseop, a member of the Gwangju Metropolitan City Seo-gu Council, announced on the 19th that the "Seo-gu Ordinance on the Status and Rights Protection of Artists" was approved as originally proposed in the standing committee during the 312th 1st regular meeting.
This ordinance was created to enhance the professional rights of artists, such as labor and welfare, and to guarantee the cultural, social, economic, and political status of artists while fostering a gender-equal artistic environment.
The ordinance stipulates that the district mayor shall establish policies to "protect the freedom of artistic creation and expression and enhance the professional rights of artists in labor and welfare," support the diversity of artistic activities, and ensure the participation of artists in policy decision-making processes.
It also requires the establishment and implementation of a support plan for the status and rights protection of artists every two years.
To prevent sexual harassment, sexual violence, and rights violations against artists, measures such as victim counseling, linkage with related organizations, and preparation of prevention measures are mandated, and at least one preventive education session per year is to be conducted.
Councilor Oh said, "Through this ordinance, we will strive to guarantee the rights and status of artists and create a gender-equal and safe artistic environment," adding, "Since this ordinance is the first to be enacted by a basic council, we will work together with the responsible departments and artists to ensure it is not merely a formal ordinance but one that provides practical help."
