Changwon Special City Launches Full-Scale Support Policy for Isolated Youth
Advance Notice of the First Ordinance Proposal in the Province
Collecting Residents' Opinions Until July 5
Changwon Special City in Gyeongnam announced on the 15th that it will officially promote support policies for isolated youth by publicly notifying the enactment of the "Ordinance on Support for Socially Isolated Youth in Changwon City."
The city has recognized that although the number of socially isolated youth, a serious social issue, is increasing daily, there is no accurate assessment or support system in place. Therefore, it has determined that establishing a legal basis is urgent and is pushing for the ordinance to be enacted for the first time in the province.
According to the report "Status and Support Measures for Isolated and Reclusive Youth" released by the Korea Institute for Health and Social Affairs on May 14, as of 2021, among 10,776,000 youth aged 19 to 34 nationwide, 538,000 (5.0%) are socially isolated youth. Based on this, it is estimated that the number of isolated youth in Changwon City also reaches several thousand.
This ordinance draft includes ▲ conducting surveys on socially isolated youth and establishing basic plans ▲ support policies for the independence of socially isolated youth ▲ matters related to utilizing experts and building cooperative systems. From the 15th to July 5th, the draft will be publicly notified for 20 days through city public relations and the website, followed by review by the city council.
If the ordinance is passed, the city plans to proactively implement support policies for isolated youth by establishing a prevention system through cooperation with various specialized institutions in the region, based on the results of the ongoing survey on socially isolated youth in Changwon City, commissioned to the Changwon Welfare Foundation in February.

Hong Nampyo, Mayor of Changwon Special City, said, "Since COVID-19, socially isolated youth have become a serious social crisis beyond an individual problem," and added, "I hope that the enactment of this ordinance will contribute to creating an environment for socially isolated youth to grow and settle as healthy members of society."
