‘Geumssaragi’ Sampo Site in Seongsu-dong to Host Temporary Leisure Activity Space
The idle site of Sampyo Remicon in Seongsu-dong, Seoul, considered a "golden" location, will be temporarily transformed into a cultural and leisure activity space for citizens.
On the 31st, the Seoul Metropolitan Government announced that it had signed a business agreement with Seongdong-gu and Sampyo Industrial for the "Temporary Use of the Idle Site of Sampyo Remicon Seongsu Plant." Through this agreement, the three organizations, including the Seoul Metropolitan Government, agreed to cooperate in utilizing the Sampyo Remicon idle site (22,770㎡) as a cultural and leisure activity space for citizens until it is developed into a global business district attracting advanced industry companies through an international design competition.
Prior to the agreement, the Seoul Metropolitan Government and Seongdong-gu reviewed the changes and characteristics of the Seongsu area and the demand for cultural spaces through consultations with stakeholders in cultural content. Given the high demand for cultural spaces such as performance venues in the Seongsu area, it is expected that the temporary use of the Sampyo site will contribute to citizens' leisure activities and space utilization.
Accordingly, the city aims to utilize the Sampyo Remicon idle site as a cultural space to extend the cultural trend of the Seongsu area from Seoul Forest to the Sampyo site, creating a space where more citizens can enjoy and participate in various cultural activities together.
The Seoul Metropolitan Government has announced that it will hold an international design competition to develop the Sampyo site into a global business district, marking the first case of a "pre-negotiation for architectural innovation" among urban and architectural design innovation measures. In early next month, four invited architects will be invited to a site briefing session covering the Sampyo site, Seoul Forest, waterfront, and Seongsu area. Proposals will be accepted in September, followed by an internal review to select a preferred negotiation candidate.
According to the agreement, Sampyo Industrial will install cultural performance facilities and provide them to Seongdong-gu until the idle site is developed. The Seoul Metropolitan Government and Seongdong-gu will provide administrative support such as permits, approvals, and tax reductions to facilitate the installation of the facilities. Furthermore, the Seoul Metropolitan Government, Seongdong-gu, and Sampyo Industrial will begin discussions next month on specific plans for creating cultural performance facilities and will carry out related construction work such as site leveling, with installation scheduled for July to August.

Hong Seon-gi, Director of Future Space Planning at the Seoul Metropolitan Government, said, "The Sampyo Remicon site is the first architectural innovation pre-negotiation project promoted through public-private cooperation in Seoul, and the temporary use of the Sampyo site also signifies that the Seoul Metropolitan Government, Seongdong-gu, and Sampyo Industrial are working together to create a space for citizens." He added, "We hope that the space utilizing the Sampyo site will contribute to the cultural revitalization of the Seongsu area and allow citizens to enjoy diverse cultures."
