Seoul City Selects Outstanding Employee Proposals
The Seoul Metropolitan Government announced that it will implement 12 outstanding creative proposals within the year, including the 'Sonmok Doctor 9988X Seoul Dullegil,' which provides points when wearing the healthcare-equipped smartwatch 'Sonmok Doctor' and walking the Dullegil trail.
According to Seoul City on the 30th, the city received 509 creative proposals through the employee suggestion system, Creative Development Center, from March to April this year, and selected 12 excellent proposals by evaluating creativity, effectiveness, and feasibility.
Among these, two proposals were selected as the best: 'Sonmok Doctor 9988×Seoul Dullegil,' jointly proposed by the Green City and Leisure Bureau and the Citizen Health Bureau, and 'Review of the Basic Water Supply Maintenance Plan,' proposed by the Waterworks Headquarters.
The Sonmok Doctor 9988X Seoul Dullegil was proposed to increase the utilization of the Seoul-type healthcare Sonmok Doctor 9988 and to promote walking. Using the Global Positioning System (GPS), it measures changes in the health status of Seoul Dullegil users and awards points ranging from 200 to 500 depending on the length of the walking course. The awarded points can be used like cash at affiliated stores partnered with the city. The city plans to establish a system linking the Sonmok Doctor 9988 application and Seoul Dullegil by November this year.
Additionally, the city plans to review expanding the system by linking various walking courses such as Hanyangdoseong-gil, Cheonggyecheon-gil, and Hangang Noeul-gil with the Sonmok Doctor 9988 app in the future.
The review of the Basic Water Supply Maintenance Plan is a proposal to reexamine the existing '2040 Basic Water Supply Maintenance Plan' and save approximately 500 billion KRW in budget. The proposer suggested postponing the construction of one new facility considering the future decrease in water demand due to population changes, and re-evaluating the safety of aging facilities to extend the operation of four existing water purification plants by up to 10 years or modernize them sequentially. If realized, the city explained that this proposal would promote long-term distributed investment in water supply infrastructure improvements, minimizing the financial burden on future generations while ensuring a stable supply of high-quality tap water.
Other outstanding proposals include a project to support the mutual development of markets and companies by attracting private company brands and developing tourism products using traditional market spaces.
A proposal to open the Reading Seoul Plaza at night (from 4 PM to 9 PM) in July and August was also adopted, and the 'Lying Down into the World: Night Travel Library' will be operated at Seoul Plaza.
Efforts will also be made to prevent digital financial fraud targeting the elderly and strengthen support for victims through the 'Senior Financial Fraud Group Insurance and Prevention Education Linkage' program.
Other selected excellent proposals include ▲ developing a shared platform for renting idle public facilities at low cost ▲ developing a donation system for gift certificate balances within the Seoul Pay app ▲ introducing plant explanations using QR codes at Seoul Grand Park.

The city will immediately award up to 5 million KRW in prize money to outstanding proposers according to their evaluation ranking. Outstanding institutions that actively sought and improved ideas will receive additional rewards such as special leave, and employees who overcome difficulties and achieve results while implementing proposed projects will receive personnel rewards such as promotion points.
