View original imageMapo-gu (Mayor Park Gang-su) announced that it has become the first autonomous district in Seoul to establish the 'Mapo-gu Operation Standards for Long-term Lease Housing near Subway Stations (Maintenance Plan)'.
The ‘Seoul City Long-term Lease Housing near Subway Stations’ project allows private entities to build housing on sites near subway stations, with zoning upgraded up to semi-residential areas depending on the subway station proximity, and floor area ratio (FAR) relaxed, requiring 50% of the increased FAR to be supplied as long-term lease housing.
Since June last year, Seoul City has revised and operated the operation standards for long-term lease housing near subway stations to facilitate smooth project implementation, and Mapo-gu currently has the highest number (16) of such projects among Seoul’s autonomous districts.
However, during Mapo-gu’s pre-review process, concerns were raised that the pre-review proposals suggested by residents were applied uniformly without considering local characteristics or linked to higher-level plans and policy directions.
Additionally, chronic issues such as overlapping maintenance projects due to lack of integrated management, procedural delays causing rent increases, and the emergence of real estate speculation groups have been continuously raised.
In response, Mapo-gu conducted thorough consultations with Seoul City and the district, expert advisory meetings composed of specialists in urban planning, architecture, and transportation, and advisory sessions with the Mapo-gu Urban Planning Committee to create a harmonious urban space, minimize resident conflicts, and seek improvements to resolve market disruptions caused by speculation.
As a result, on May 17, Mapo-gu became the first autonomous district in Seoul to establish and immediately implement the operation standards for long-term lease housing near subway stations (maintenance plan).
The main contents of Mapo-gu’s operation standards include requiring consideration of compatibility with Seoul City and Mapo-gu’s urban maintenance policy directions and reflection of local characteristics before submitting the pre-review document, to prevent prolonged project plan revisions due to policy inconsistencies.
Additionally, a new land area consent rate criterion (at least 40%) was introduced to prevent project delays caused by failure to secure land area even after completing the pre-review, thereby blocking the involvement of speculative forces during the delay.
Furthermore, to protect the opinions and rights of residents opposing maintenance projects, a new standard was established to suspend projects if the opposition consent rate reaches 30% or more, and a provision was codified to prepare coexistence measures among residents through opinion gathering to reduce conflicts related to project support or opposition.
To prevent real estate speculation, abuse of authority, or incitement of residents, the criteria for selecting resident representatives and service providers were strengthened to prevent the departure of good-faith residents.

Park Gang-su, Mayor of Mapo-gu, stated, “Housing supply projects and urban maintenance plans are projects that most closely affect the lives and interests of residents, so if they are promoted without careful consideration, the damage will ultimately be borne by the residents for a long time. Through the operation standards for long-term lease housing near subway stations (maintenance plan), the first established by an autonomous district in Seoul, I expect that future urban maintenance projects in Mapo-gu will be promoted in a more advanced, rational, and swift manner while enhancing Mapo’s urban aesthetics and protecting good-faith residents.”
