'At the National Assembly' Kim Dong-yeon Proposes 7 Measures Including Expanded Support for Jeonse Victims
Gyeonggi Province Governor Kim Dong-yeon is visiting the National Assembly on the 15th to propose institutional improvements for supporting and preventing damages related to Jeonse deposits.
View original imageGyeonggi Province Governor Kim Dong-yeon visited the National Assembly's Land, Infrastructure and Transport Committee to propose institutional improvements, including expanding the support scope for jeonse (key money deposit) victims, in order to provide assistance and establish fundamental preventive measures against jeonse damage. Governor Kim had previously submitted a phased institutional improvement plan to the government during a press conference on the 11th.
On the 15th, Governor Kim delivered a proposal to the National Assembly's Land, Infrastructure and Transport Committee and discussed policies with Committee Chairman Kim Min-ki and Representative Maeng Seong-gyu, who serves as the Special Committee Chair for Jeonse Fraud Countermeasures within the Democratic Party.
At the meeting, Governor Kim stated, "Many people are suffering due to jeonse fraud issues, and depending on the real estate market, the possibility of such damages expanding further is increasing. Although Gyeonggi Province has made every effort within its capacity, there are structural challenges that cannot be resolved by Gyeonggi Province or local governments alone. Therefore, today, we urge the central government to take measures and submit proposals to the National Assembly regarding victim support."
He continued, "We simulated seven measures in Dongtan and other areas that might experience similar damages, and we believe these steps could provide relief for victims and help prevent future incidents. We hope that, with a united effort, maximum relief can be provided to the majority of jeonse victims who are from the lower-income class and facing hardships, and that preventive measures will be established going forward."
Kim Min-ki, Chairman of the Land, Infrastructure and Transport Committee, said, "The issue of jeonse damage should not be viewed as an individual tenant problem but as a social disaster that requires a comprehensive solution. I urge the government to adopt a progressive stance to establish effective measures for expanding the scope of jeonse fraud victims and securing compensation for deposit losses. As chairman, I will do my best to ensure that the bill committee sees results tomorrow."
Governor Kim also met with Kim Jeong-jae, the People Power Party's secretary of the Land, Infrastructure and Transport Committee, to explain the same content and request cooperation.
Earlier, on the 11th, Governor Kim urged the government and National Assembly to implement fundamental measures for relief and prevention of jeonse damage.
As support measures for jeonse victims, Governor Kim proposed three institutional improvements: ▲expanding the support scope for jeonse victims ▲activating 'housing mortgage loans for the purpose of returning tenant deposits' for landlords ▲expanding the deposit cap regulation that allows for priority repayment. For preventive measures against jeonse damage, he proposed four measures: ▲mandatory subscription to jeonse deposit return guarantee insurance ▲improving the system so that priority repayment rights arise immediately upon tenant move-in and fixed-date registration ▲mandatory registration of multi-home landlords as housing rental business operators ▲establishing grounds for confiscation and recovery of criminal proceeds from licensed real estate agents.
Governor Kim urged amendments to related laws, including the Housing Lease Protection Act, the Special Act on Private Rental Housing, and the Licensed Real Estate Agents Act, while proposing these seven policies.

Gyeonggi Province operates the 'Jeonse Damage Support Center' (070-7720-4871~2) within the Gyeonggi Housing Welfare Center to provide comprehensive counseling on legal, financial, and housing support for jeonse damage tenants in the province. Additionally, the Gyeonggi Housing and Urban Corporation (GH) offers emergency support housing utilizing vacant public rental housing units and provides moving expenses (up to 1.5 million KRW) for residents of emergency support housing. Furthermore, the province is considering providing emergency living expenses of 1 million KRW to victims experiencing financial hardship through ordinance amendments. In particular, as a self-help measure for victims, plans are underway to support the establishment of a victim-centered cooperative association.
