Gim Oksu, Gwangju Seo-gu Council Member, Revises Two Ordinances Including 'Resident Autonomy Committee Ordinance'

Kim Oksu, a member of the Gwangju Metropolitan City Seo-gu Council, announced on the 14th that the “Ordinance on the Pilot Implementation and Installation·Operation of Resident Autonomy Councils Partial Amendment Ordinance” and the “Village Making Support Ordinance Full Amendment Ordinance” were approved as originally proposed at the 311th extraordinary session standing committee.

First, the “Resident Autonomy Council Ordinance” was proposed to clarify the selection of members of the Resident Autonomy Council.

Until now, there have been conflicts such as outsiders active in volunteer groups being appointed as resident autonomy committee members.

Therefore, when forming a Resident Autonomy Council, if recommendations are received from resident organizations recognized as necessary by the head of the neighborhood, the selection criteria were clarified to include ▲persons registered as residents in the relevant neighborhood ▲persons working at businesses located in the relevant neighborhood ▲persons belonging to schools, institutions, or organizations located in the relevant neighborhood.

The “Village Making Support Ordinance” is undergoing amendment procedures to support resident-led initiatives for revitalizing village communities beyond simple village making.

Once amended, it will enable strengthening residents’ capabilities and various projects through support for resident education, projects, and activists.

In particular, this ordinance is significant as it supplements the lack of practical activities under the noise prevention ordinance between floors enacted by Councilor Kim in 2016, and establishes grounds for resolving village conflicts and supporting village activities through village activists.

Councilor Kim stated, “The flower of resident autonomy and village communities is the residents.” He added, “With this ordinance amendment, we have sown the seeds, so I hope to support the growth and activities of residents so that resident autonomy and village communities may fully blossom. I will work hard together with the residents.”
