Promotion of Risk Assessment Techniques, Increase in Worker Participation ↑
Consulting to establish a ‘self-regulation prevention system’ to prevent safety accidents at construction sites will be strengthened.
The Korea Occupational Safety and Health Agency (KOSHA), under the Ministry of Employment and Labor (Chairman An Jong-ju), has decided to actively support the establishment of a self-regulation prevention system at construction sites to implement the serious accident reduction roadmap announced by the government last year.
On the morning of the 10th at 7 a.m., KOSHA visited small and medium-sized construction sites located in Ulsan City during the 9th Field Inspection Day of this year to check the progress of risk assessments and the establishment of the self-regulation prevention system on site.
During the site inspection, they confirmed whether risk assessments were being carried out, including identifying harmful and dangerous factors and establishing improvement measures, and conducted on-site inspections focused on preventive activities centered on pre-safety inspection meetings (TBM).
In particular, they checked whether workers were participating in the implementation process of the self-regulation prevention system and took time to listen to opinions from the field.

View original imageIn preparation for the expanded enforcement of the Serious Accident Punishment Act on January 27 next year, KOSHA is conducting consulting to establish a safety and health management system centered on risk assessments for small and medium-sized general construction companies ranked beyond 200 in construction capability and specialized construction companies with weak or desired safety and health management systems.
Additionally, in connection with the planned revision of the Ministry of Employment and Labor’s risk assessment notification, KOSHA plans to distribute an ‘Easy and Simple Risk Assessment Method Guide’ to construction sites nationwide by the end of May, which can be easily applied at all construction sites.
Currently, KOSHA staff are visiting 500 workplaces nationwide three times each (twice at headquarters, once on site), conducting a total of 1,500 consulting sessions, checking the implementation status of the seven core elements of the safety and health management system at construction headquarters, and reviewing safety management activities for major projects of the respective companies.
In addition, through private consignment such as specialized construction accident prevention guidance institutions, consulting is also being conducted at 500 separate workplaces with a total of 3,500 sessions (7 technical support visits per workplace). The private consignment projects also support the establishment of systems tailored to workplace characteristics, including explanations of safety and health management systems centered on risk assessments.

Chairman An Jong-ju stated, “Risk assessment is a key means for a workplace’s self-regulation prevention system,” and added, “We will disseminate risk assessment execution techniques suitable for small and medium-sized construction sites so that risk assessment activities can be easily and simply conveyed to on-site workers.”
