According to the 2021 Seongbuk-gu social survey and indicators, the proportion of single-person households in Seongbuk-gu increased annually from 37% in 2017 to 38.5% in 2019, and 40.4% in 2021. In policy surveys for single-person households, the demand for housing stability support was the highest at 31.1%.
Accordingly, Seongbuk-gu (Mayor Lee Seung-ro) is actively promoting the 'Single-Person Household Jeonse and Monthly Rent Safe Contract Assistance Service (Shall We Check Together? Help Me! Single Home!)' to prevent social issues such as jeonse fraud and "empty jeonse" (kan-tong jeonse).
The 'Single-Person Household Jeonse and Monthly Rent Safe Contract Assistance Service (Shall We Check Together? Help Me! Single Home!)' is available to single-person households residing or planning to reside in Seongbuk-gu. Those planning to live independently are also included. The Seongbuk-gu Office (168 Bomun-ro, Seongbuk-gu, Seoul) operates a single-person household housing safety consultation desk on the 3rd floor, where three Housing Safety Managers provide services such as jeonse and monthly rent contract consultations, accompanying house viewings, housing search support, and housing policy guidance.
The operating hours are every Monday and Thursday from 1:30 PM to 5:30 PM.
Through prior consultation with a Housing Safety Manager, accompaniment services or use outside operating hours are also available. Applications can be made via the Seoul Single-Person Household Portal or by phone, and services can be used once the reservation is confirmed.

View original imageSince the service began in July 2022, it has helped about 130 people find safe homes free from concerns about jeonse fraud and empty jeonse. Due to the district’s regional characteristics, which include the highest number of eight universities among Seoul’s autonomous districts, many applicants are local university students and young adults starting their careers. The service usage rate is higher among women than men. While mainly used by people in their 20s and 30s, the number of single-person households in their 50s and 60s using the service is steadily increasing.
A Seongbuk-gu official stated, “Many people think that the Single-Person Household Jeonse and Monthly Rent Safe Contract Assistance Service (Shall We Check Together? Help Me! Single Home!) is only for university students or young adults starting their careers, but any single-person household residing in Seongbuk-gu can use it regardless of age, so we encourage everyone to actively reach out.”
Seongbuk-gu Mayor Lee Seung-ro said, “Since jeonse fraud, illegal building leases, and deposit embezzlement have become social issues, we are making multifaceted efforts to protect the property rights of Seongbuk-gu residents. As Housing Safety Managers are real estate agents with long-standing trust in the community and extensive knowledge of jeonse and monthly rent listings, we ask that single-person households actively use the Single-Person Household Jeonse and Monthly Rent Safe Contract Assistance Service.”
Seongbuk-gu is fully committed to preventing jeonse fraud and empty jeonse damage through meetings with local licensed real estate agents and producing card news. In cooperation with the Seongbuk-gu branch of the Korea Association of Realtors Seoul Northern Branch, representing local licensed real estate agents, the district is closely collaborating on trustworthy real estate listing display and advertising regulations to prevent jeonse fraud and empty jeonse damage.
