Targeting Drivers Aged 70 and Over, District Allocates Its Own Budget to Support Transportation Cards
Dongjak-gu (Mayor Park Il-ha) is producing and distributing a vehicle sticker called the ‘Silver Mark’ to prevent the rapidly increasing traffic accidents involving elderly drivers each year.
The ‘Silver Mark’ is a sticker attached to the rear window of vehicles, indicating that the driver is an elderly person, thereby encouraging considerate and yielding driving.
Drivers aged 70 and over can receive the sticker by visiting their local community service center.
Additionally, the district supports elderly residents aged 70 and over who surrender their driver’s licenses by providing transportation cards worth approximately 100,000 KRW to encourage the use of public transportation.
By visiting their local community service center and surrendering their driver’s license, residents can receive the transportation card support.
There are 16,444 license holders aged 70 and over in the area, but this year Seoul’s support scale is about 700 cases. The district plans to allocate additional budget to ensure no elderly person surrendering their license is excluded from support.
Park Il-ha, Mayor of Dongjak-gu, stated, “We will promote various policies to establish an advanced traffic culture that respects and yields to elderly drivers and to create a safe traffic environment.”

Concurrent Elderly Human Rights (Abuse) Education to Prevent Elderly Rights Violations and Raise Awareness of Elder Abuse
Dongdaemun-gu (Mayor Lee Pil-hyung) held a training session on the prevention of long-term care benefit fraud and elderly human rights (abuse) education on the 24th at 2 PM in the multipurpose auditorium on the 2nd floor of the district office, targeting representatives and workers of long-term care institutions to enhance professionalism and transparency.
According to the National Health Insurance Service, the amount of fraudulent claims detected through on-site investigations of long-term care institutions increased more than twofold from about 25 billion KRW in 2020 to about 52 billion KRW in 2022, and the detection rate of fraudulent institutions steadily rose from 89.3% in 2020 to 95.6% in 2022.
The district conducted this training to eradicate false and fraudulent claims of long-term care benefits through detailed education on related regulations, thereby reducing the social costs associated with such cases.
Moreover, with over 14,000 elder abuse reports received by the police from January last year to January this year, and with society entering a super-aged phase, elder abuse has become a social issue. To prevent violations of elderly human rights and raise awareness of elder abuse, elderly human rights (abuse) education was also conducted concurrently.
The training was delivered by experts in long-term care benefits and elderly human rights to about 150 representatives and workers of local care facilities. It lasted approximately three hours and covered recently revised notifications and details, the reward system for reporting, and cases of human rights violations.
