President Yoon Suk-yeol departed on the 24th for a state visit to the United States. This marks the first state visit to the U.S. by a Korean president in 12 years since former President Lee Myung-bak in 2011, and President Yoon is the second Korean head of state to visit the U.S. since the Biden administration took office. During the Korea-U.S. summit, which will be held on the occasion of President Yoon's state visit, the two countries are expected to discuss not only economic security cooperation in semiconductors and advanced industries but also expanded deterrence, including formalizing the U.S. commitment to retaliate with nuclear weapons if North Korea launches a nuclear attack on Korean territory.
President Yoon and his wife, First Lady Kim Keon-hee, departed for the U.S. at around 12:40 p.m. from Seoul Airport in Seongnam, Gyeonggi Province, aboard Air Force One. President Yoon wore a dark navy blue suit with a sky-blue tie, while the First Lady was dressed in a sky-blue long dress-style jacket, carrying a black bag and wearing beige shoes.
In front of Air Force One, Vice Minister of Foreign Affairs Jang Ho-jin, People Power Party leader Kim Ki-hyun, and floor leader Yoon Jae-ok lined up. Deputy Chief of Mission of the U.S. Embassy in Korea Joy Sakurai, Chief Presidential Secretary Kim Dae-gi, Senior Secretary for Political Affairs Lee Jin-bok, and Vice Minister of the Ministry of the Interior and Safety Han Chang-seop were also present. President Yoon greeted the farewell party in turn and exchanged brief remarks with Leader Kim and Floor Leader Yoon. Then, holding the First Lady’s hand, President Yoon ascended the stairs of the presidential aircraft, turned back to wave, and greeted the crowd. The First Lady bowed slightly before boarding Air Force One.
Yoon Focuses on Sales and Security Strengthening during 5-Night, 7-Day U.S. Visit
President Yoon’s state visit to the U.S. will last for five nights and seven days, from the 24th to the 30th. On the second day of the trip, the 25th (local time), he will attend an investment declaration ceremony, a Korea-U.S. business roundtable, and a Korea-U.S. advanced industry forum in Washington D.C. to discuss local market entry and investment attraction strategies. Accompanying him is the largest economic delegation since the Yoon administration began, totaling 122 members. Key business leaders such as Samsung Electronics Chairman Lee Jae-yong, SK Chairman Chey Tae-won, Hyundai Motor Chairman Chung Eui-sun, and LG Chairman Koo Kwang-mo will also participate. Later that day, President Yoon will visit NASA’s Goddard Space Flight Center to meet with Korean-American experts and discuss establishing a cooperative framework with the U.S. Space Force and bilateral cooperation to lead the space economy. In the evening, the Yoon and Biden presidential couples will have a social gathering. Additionally, the presidential couple will visit the Korean War Memorial to reflect on the meaning of the alliance.
On the 26th, the main event of President Yoon’s U.S. state visit, the Korea-U.S. summit, will take place. Following the summit, President Biden and the First Lady will host a state dinner for President Yoon and the First Lady. On the 27th, President Yoon will deliver a joint address to the U.S. Congress, reflecting on the 70-year history of the Korea-U.S. alliance and presenting a blueprint for the future alliance the two countries aim to build. After the speech, a state luncheon hosted by Vice President Kamala Harris and Secretary of State Antony Blinken will be held. President Yoon will also receive a briefing from U.S. military leaders on the situation on the Korean Peninsula, symbolizing the further strengthened Korea-U.S. security cooperation. On the same day, the Global Video Content Leadership Forum will discuss investment cooperation from major global companies in the 'K-content' industry.
President Yoon will then travel to Boston, where on the 28th he will engage in discussions with scholars in digital and bio fields at the Massachusetts Institute of Technology (MIT) and attend a Korea-U.S. cluster roundtable event. At Harvard University’s Kennedy School, he will deliver a policy speech titled "A New Journey Toward Freedom" and participate in a discussion with renowned international political scientist Joseph Nye. President Yoon will conclude his Boston schedule and return home on the 29th.
Formalizing 'Korean-Style Nuclear Umbrella' for U.S. Nuclear Retaliation in Case of North Korean Nuclear Attack
According to the Presidential Office, President Yoon is expected to discuss formalizing the 'Korean-style nuclear umbrella' during the Korea-U.S. summit with President Joe Biden on the 26th. The Korean-style nuclear umbrella is a measure proposed to strengthen extended deterrence against North Korea’s nuclear threats. It involves documenting the U.S. commitment to retaliate with nuclear assets, with some participation from the Korean government, if North Korea launches a nuclear attack on South Korea. Previously, in September last year, Korea and the U.S. established the high-level Extended Deterrence Strategy and Consultation Group (EDSCG) and the Security Consultative Meeting (SCM) in November, agreeing to strengthen cooperation in extended deterrence policies through information sharing, consultation procedures, joint planning, and joint execution. A Presidential Office official said, "Many citizens want this, and so does our government. However, whether the U.S. can provide this (the Korean-style nuclear umbrella) exclusively to us is a significant issue, so the two leaders must negotiate and decide." A senior U.S. official also explained to major foreign media on the 21st (local time) that the two countries are finalizing specific measures to enhance the effectiveness of extended deterrence at the summit, which may be formalized in a separate document after the summit.
This discussion comes amid escalating North Korean missile development and provocations, with a seventh nuclear test imminent, and the spread of domestic calls for South Korea’s own nuclear armament. As North Korea’s missile range now extends to the U.S. mainland, the U.S. government appears to have included South Korea’s request on the agenda. The two countries share the awareness that immediate joint responses to North Korean nuclear provocations against South Korea are necessary to prevent second and third provocations. Earlier, Kim Tae-hyo, First Deputy Director of the National Security Office, hinted at this during a briefing on the 20th, saying, "This will be an opportunity to make extended deterrence between the two countries operate more concretely. What we are preparing now is not to place nuclear weapons on Korean soil like NATO, but the depth of consultation and breadth of cooperation will be much deeper and stronger."
It is also interpreted as a warning to the Kim Jong-un regime and a more concrete and intuitive deterrent against North Korean nuclear provocations, rather than just rhetoric about strengthening extended deterrence. Until now, the SCM and the Korea-U.S. Integrated Defense Dialogue (KIDD) have only issued joint statements saying, "The U.S. will not tolerate North Korea’s nuclear attacks on its allies and will bring about the end of the Kim Jong-un regime," and "The U.S. provides extended deterrence to the Republic of Korea by operating all categories of military capabilities, including nuclear weapons," which has been criticized for lack of specificity.
In addition, during the Korea-U.S. summit, Presidents Yoon and Biden are expected to concretize cooperation in advanced industries directly related to security, such as semiconductors, batteries, supply chains, and artificial intelligence (AI), to realize a global comprehensive strategic alliance marking the 70th anniversary of the Korea-U.S. alliance. They will also discuss supporting exchanges between future generations of both countries and strengthening cooperation on global issues such as the Ukraine war and the Taiwan Strait situation.
U.S. White House Displays U.S. and Taegeukgi Flags Side by Side, Boosting Korea-U.S. Alliance Atmosphere
Currently, the U.S. has prepared for President Yoon’s state visit by hanging the U.S. flag and the Taegeukgi side by side on a building next to the White House and displaying both flags together on major roads in Washington D.C. Advertisements commemorating the 70th anniversary of the Korea-U.S. alliance can be seen throughout the city. These advertisements depict the U.S. honor guard in 1953 during the Korean War and the Korean honor guard in 2023 holding the U.S. flag and Taegeukgi side by side. These advertisements have been installed near the Washington Korean Cultural Center and the former Korean Empire Consulate building. The day before, a U.S. military honor guard holding the U.S. and Korean flags also appeared in front of the White House.

In conjunction with President Yoon’s state visit to the U.S., both countries have agreed to simultaneously broadcast a tribute video honoring the "10 Korean War Heroes" in major cities. The tribute video was created by the Ministry of Patriots and Veterans Affairs and the Korea-U.S. Combined Forces Command to commemorate the 70-year Korea-U.S. alliance, starting from the Korean War, and to remember the alliance of values and security between the two countries, while pledging for another 70 years of future cooperation. In South Korea, the video will be shown on about 120 electronic billboards in Seoul starting from the 1st of next month and will expand to over 150 locations nationwide. In New York’s Times Square, the English version of the video has been broadcast approximately 680 times daily from the 20th of this month until the 3rd of next month (local time).
