Hong Taeyong, Mayor of Gimhae, Achieves 'Top' Rating in Pledge Implementation Plan Evaluation
Busan·Gyeongnam's Only Basic Local Government to Obtain 'SA'
Hong Taeyong, mayor of Gimhae City in Gyeongnam, was honored as the only local government head in Busan and Gyeongnam to receive the highest grade ‘SA’ in the 2023 evaluation of local government leaders’ pledge implementation plans for the 8th term of local government, organized by the Korea Manifesto Practice Headquarters.
The evaluation results announced on the 17th were conducted over approximately 80 days from December 5, 2022, through 1st and 2nd rounds of assessment and thorough data verification to enhance the effectiveness and feasibility of the election pledge implementation plans for the 8th term.

View original imageDuring this period, the Manifesto evaluation team monitored pledge implementation plans published on the websites of 226 local governments nationwide and evaluated them based on a total of 35 detailed indicators across four categories: ▲Completeness (19 indicators including annual implementation plans and financial plans, 60 points), ▲Democracy (9 indicators including institutional foundation and citizen participation, 25 points), ▲Transparency (5 indicators including accessibility and clarity of pledge information, 15 points), and ▲Pledge Consistency. Scores of 90 points or above were classified as highest excellence (SA), 80 points or above as excellence (A), and five grades in total (SA, A, B, C, D) were assigned.
In the comprehensive evaluation results, Gimhae City was the only local government in the Busan and Gyeongnam region to achieve this distinction.
In particular, despite having the 10th highest number of pledges nationwide with 144 pledges across six major sectors, Gimhae City received high praise for concretely presenting its administrative vision, annual implementation roadmaps, and four-year financial plans, as well as for operating the province’s first citizen jury system for pledge implementation evaluation, thereby expanding citizen participation in the pledge implementation planning process and establishing a systematic and democratic pledge implementation system.
Going forward, Gimhae City plans to manage the pledge projects to ensure proper implementation by monitoring progress together with the citizen jury for pledge implementation evaluation, holding quarterly reporting meetings to identify and address issues, and ensuring that pledge projects proceed without setbacks.
Additionally, the city will regularly disclose the pledge implementation plans, progress status, and results of the citizen jury’s pledge implementation evaluations on its website to ensure transparent pledge fulfillment.
