Daegu City to Attract Future New Industries and Public Institutions on 140,000㎡ Site of Gyeongbuk Provincial Office with 1.7 Trillion Won Investment

Plan to Establish Urban Convergence Special Zone
On the 12th, Daegu City announced plans to develop the former Gyeongbuk Provincial Government Office site in Sangyeok-dong, Buk-gu, Daegu?currently used as the Sangyeok Office of Daegu City Hall?into an urban convergence special zone with a total project cost of 1.7 trillion KRW, aiming for the city’s development over the next 50 years.
The city aims to actively attract secondary relocated public institutions related to this project to the planned urban convergence special zone, creating a high-density industrial innovation hub where industry, residence, and culture harmoniously coexist.

View original imageIn December 2020, the former Gyeongbuk Provincial Government Office site was selected as the nation’s first urban convergence special zone project site along with Kyungpook National University and Samsung Creative Campus. Accordingly, Daegu City established a triangle hub plan designating the former Gyeongbuk Provincial Government Office site as an industrial innovation hub, Kyungpook National University as a talent development hub, and Samsung Creative Campus as a startup hub.
The 140,000㎡ former Gyeongbuk Provincial Government Office site, designated as the industrial innovation hub, will be developed as a space for anchor companies and innovative companies related to future industries that will lead Daegu’s future. The industrial innovation hub is broadly composed of an Anchor Company Zone, Innovation Company Zone, Global R&D Zone, and Public Institution Relocation Zone.
First, the Anchor Company Zone will be developed as a space for companies that can lead the region’s future industries. The Innovation Company Zone will be utilized as a corporate space for future new industries such as future automobiles, Urban Air Mobility (UAM), and smart robots, while the Global R&D Zone will be used to attract data R&D centers or corporate R&D centers.
Additionally, the area within the former Gyeongbuk Provincial Government Office site that was intended for the National Museum of Modern and Contemporary Art and a musical complex will be filled with relocated public institutions.
Since the former Gyeongbuk Provincial Government Office site is being developed as an industrial innovation hub, if public institutions capable of actively supporting the growth of anchor and innovative companies are placed here, it is expected to generate greater synergy effects than attracting cultural facilities.
Therefore, Daegu City plans to prioritize identifying research institutions covering overall future industry R&D, ABB, and public institutions related to innovative startups as candidates for relocation.
Furthermore, the Sangyeok 1-dong redevelopment area (320,000㎡) adjacent to the former Gyeongbuk Provincial Government Office site will promptly establish a district unit plan redevelopment plan and be developed as a new residential space for future generations linked to the urban convergence special zone.
In addition, a vertiport will be installed at the former Gyeongbuk Provincial Government Office site to establish an urban air mobility network, connecting major regional hubs such as the new airport and K-2 Airport site with the air traffic network.
To ensure smooth progress of the urban convergence special zone project, Daegu City will actively respond and cooperate jointly with the five metropolitan cities designated as urban convergence special zones (Daegu, Gwangju, Daejeon, Busan, Ulsan) to expedite the enactment of the “Urban Convergence Special Zone Special Act,” which is currently pending in the National Assembly standing committee.
Additionally, to this end, Daegu City plans to strengthen cooperation with Daegu-area lawmakers, including Yang Geum-hee of the People Power Party, who represents the relevant electoral district.
Regarding the Dongin Office of Daegu City, discussions on future development plans will continue with Jung-gu Office based on the results of a feasibility study conducted by Jung-gu Office.

The urban convergence special zone linked with Kyungpook National University and Samsung Creative Campus, as well as the public institution relocation project pledged by the Yoon Seok-yeol administration, will serve as a momentum and a major pillar for pioneering new avenues in the regional economy.” He added, “We ask for the cooperation and support of citizens for this development plan of the former Gyeongbuk Provincial Government Office site.”
