Seongdong-gu Expands Vulnerable Household Inspections to Include Disabled and Elderly
This Year, Support Targets Expanded to Include Basic Livelihood Security Recipients, Near-Poverty Groups, Disabled, Elderly, and Single-Parent Families
Applications Accepted at 17 Community Service Centers Until the 28th of This Month for Inspections and Maintenance in Five Areas Including Electricity, Gas, and Fire Safety
Seongdong-gu (Mayor Jeong Won-oh) is expanding support targets beyond recipients and near-poverty groups to include disabled persons, elderly, and others, conducting safety inspections and maintenance on aging living facilities in vulnerable households.
This project, continuously promoted since 2018, provides safety inspections and maintenance by sector for vulnerable households, serving as a reliable support to ensure residents live safely without blind spots, including fire prevention.
The support covers five areas: ▲inspection of electrical facilities and replacement of aging parts ▲inspection of gas facilities and installation of CO (carbon monoxide) detectors ▲boiler inspection and replacement of metal flexible hoses ▲fire extinguishers, standalone fire alarms, and rescue towels among fire safety equipment ▲and other first aid kit support.
This year, the support targets are expanded from existing basic livelihood security recipients and near-poverty groups to include disabled persons, elderly, single-parent families, and households headed by youth. Seongdong-gu plans to accept applications for eligible households at 17 community service centers within the district until the 28th of this month and complete sector-specific on-site inspections and maintenance by the end of the year.
Last year, through active discovery of eligible households by community service centers, safety inspections and maintenance were supported for 706 households, exceeding the initial goal of 500 households by 141%.
Jeong Won-oh, Mayor of Seongdong-gu, stated, "We will actively identify vulnerable households for support, complete safety inspections and maintenance by the end of the year, and carefully ensure that residents can live safely."

Songpa-gu (Mayor Seo Gang-seok) announced that it will support the installation of safety bars to prevent fall accidents for low-income elderly living alone this year.
Elderly persons are highly vulnerable to falls due to muscle weakness and osteoporosis. According to the discharge injury statistics (2020) released by the Korea Disease Control and Prevention Agency, 43.8% of fall accidents occur at home, indicating that falls within the home significantly affect the quality of life in old age.
Accordingly, the district has newly established the ‘Safety Bar Installation Project to Prevent Fall Accidents for Elderly Living Alone’ to help elderly residents live safely at home, aiming to complete installations by the end of this year.
Safety bars will be installed in the homes of about 40 elderly persons with mobility difficulties and reduced vitality to alleviate walking discomfort and prevent fall accidents, enabling them to live safely.
In particular, elderly persons are at risk of sudden dizziness and decreased physical balance when rising in the bathroom, so the installation of safety bars is expected to be helpful.
The support targets are elderly living alone aged 65 or older residing in Songpa-gu who are basic livelihood security recipients or near-poverty groups and do not receive welfare equipment benefits under the Long-Term Care Insurance for the Elderly. Applications are accepted at the resident registration community service centers until May, and installations will be carried out sequentially after eligibility verification.
Seo Gang-seok, Mayor of Songpa-gu, said, "We hope to alleviate walking difficulties and prevent fall accidents among elderly living alone so that they can enjoy a safe and healthy old age. We will continue to discover and expand welfare projects that provide practical help to the elderly and do our best to improve residents’ living stability and quality of life."
Meanwhile, the district enacted the Elderly Adult Walker Support Ordinance in 2020 and has been supporting adult walkers annually to about 50 low-income elderly persons with walking difficulties as a preventive care project against safety accidents.

Geumcheon-gu (Mayor Yoo Seong-hoon) is providing home repair cost support targeting vulnerable households and semi-underground houses with the support of about 400 million KRW from the Seoul city budget.
The target area covers the entire Geumcheon-gu, and the scope of construction support includes performance improvements (insulation, waterproofing, etc.), safety facilities (flood prevention, fire prevention facilities), and convenience facilities (removal of internal level differences, installation of safety handrails, etc.).
Starting this year, pre-consultations will be conducted. A home repair specialist will visit the site to inspect the building condition and propose an effective construction plan to the applicant. Applicants can then prepare estimates and select contractors more easily based on the consultation.
Applicants must be vulnerable households with median income below 70% living in low-rise houses over 10 years old and recommended by the local community service center. About 20 households will be selected, and subsidies of up to 10 million KRW covering up to 80% of construction costs will be provided. Vulnerable households include basic livelihood security recipients, near-poverty groups, severely disabled persons, elderly aged 65 or older, large families, single-parent families, and multicultural families.
Additionally, about 20 households living in semi-underground parts of low-rise houses over 10 years old will also be supported. Selected households can receive subsidies of up to 6 million KRW covering up to 50% of construction costs.
For houses with tenants, a rent coexistence agreement will be signed to freeze rent and guarantee residence for four years, ensuring stable living environments for tenants.
Applications for ‘vulnerable households with median income below 70%’ can be submitted to the local community service center by April 19, and applications for ‘semi-underground houses’ can be submitted to the district housing maintenance division from April 20 to 26.

Supported repair areas include ▲performance improvements such as insulation, waterproofing, windows, and facilities ▲installation of safety facilities such as rainwater inflow prevention, security, and fire safety facilities ▲and convenience facility construction such as removal of internal level differences and safety handrails.
Vulnerable households will receive up to 10 million KRW covering up to 80% of construction costs, and semi-underground households will receive up to 6 million KRW covering up to 50% of construction costs.
For houses with tenants, a coexistence agreement must be signed with tenants to freeze rent and guarantee residence for four years.
Applications for vulnerable households are accepted until the 19th of this month, and for semi-underground houses from the 20th to the 26th at the local community service centers.
