On the afternoon of the 10th, Lee Minsu, the warrant judge at the Seoul Central District Court, issued arrest warrants for Gil and Kim, who are suspected of violating the Narcotics Control Act and the Telecommunications Business Act, respectively, citing concerns over evidence tampering.
Gil was arrested on the 7th on charges of sending drug beverages he manufactured at his home in Wonju, Gangwon Province, to four part-time workers in Seoul via express bus and quick service. Investigations revealed that he purchased methamphetamine using the so-called 'throwing method,' where drugs are left at designated locations, and then mixed it with milk to create the drug beverage.
Kim is suspected of installing and operating a relay device that changes Chinese-origin phone numbers used for threatening calls into domestic mobile phone numbers.
Earlier, four part-time workers in their 20s to 40s, paired in twos, handed out drug beverages to students near Gangnam-gu Office Station and Daechi Station in Seoul on the afternoon of the 3rd, under the pretense of a 'concentration enhancement beverage' tasting event. A total of eight victims, including one parent, consumed the drug beverage. Subsequently, the victim parents received threatening calls from a group speaking with a Joseonjok accent, stating they would report to the police or inform the school that their children had taken drugs.
