"1100 Households to be Built"… Geumcheon-gu Siheung-dong Area New Urban Planning Proposal Confirmed
Seoul City announced on the 11th that it has finalized the Rapid Integrated Planning Proposal for the area around 810, Siheung-dong, Geumcheon-gu.
This area was designated as a maintenance scheduled zone in 2011 but was lifted in 2017 due to resident conflicts. Since then, small-scale housing maintenance projects (Moa Housing) have been promoted in the area, but the project progress was sluggish due to height restrictions around Gwanaksan Mountain. Seoul City expects that this rapid integrated planning will become a leading model for improving the residential environment in the area.
According to the finalized plan, the zoning of the target area will be upgraded from Type 1 General Residential Area (4 floors or less around Gwanaksan Mountain) to Type 2 General Residential Area (7 floors or less), allowing for floor plans of around 13 floors. Additionally, with creative and innovative design plans, flexible height planning can be applied, enabling height plans of up to approximately 35 floors considering location characteristics. This area will be transformed into about 1,100 households.
The plan includes four planning principles to develop the Siheung-dong area as a ‘leading model for the maintenance of old low-rise residential areas harmonizing urban and natural environments.’ The main contents of the planning principles are ▲ promoting efficient land use considering project feasibility ▲ creating a pleasant and convenient living environment considering resident activities ▲ improving pedestrian environment considering safety and mobility convenience ▲ forming a harmonious urban landscape with surrounding areas.
Reflecting residents’ opinions, the boundary of the redevelopment rapid integrated planning target area was expanded to include the Moa Town candidate site along Doksan-ro (approximately 27,040㎡), which was originally not included. Also, considering high-quality housing supply and increased living convenience, as well as project feasibility, the zoning was planned to be upgraded stepwise (Type 1 → Type 2 (7 floors or less), Type 2 (7 floors or less) → Type 2).

View original imageThe plan also includes measures to create safe and convenient pedestrian environments along with passageways connecting to surrounding areas. Within the complex, a public pedestrian passage connecting Doksan-ro to the cultural park on the east side of the target area and a north-south pedestrian axis connecting the northern residential area and the children’s park (Neutinamu Imagination Park) within the southern Moa Housing project site are planned to ensure pedestrian continuity. Additionally, school routes and village trails connecting inside and outside the complex are planned to create organic pedestrian connections.
Furthermore, mid-to-low-rise building arrangements are planned near the adjacent Gwanaksan foothills and school surroundings, while tower-shaped arrangements are planned for the front of Doksan-ro and the center of the complex to create a harmonious and three-dimensional skyline with the surroundings. Also, a scenic corridor is secured by linking the public pedestrian passage within the complex to allow views of Gwanaksan Mountain and a sense of openness from Doksan-ro.
Seoul City expects the maintenance plan drafting procedure to be completed within the year. Due to the simplification of the rapid integrated planning process, it is anticipated that the project period will be significantly shortened by integrating the Urban Planning Committee’s delegated subcommittee review and related reviews during the project implementation plan stage.

We will actively support the redevelopment of Siheung-dong into a premium residential complex that simultaneously enjoys the beautiful natural environment of Gwanaksan Mountain and various resident convenience facilities, meeting residents’ expectations and leading the improvement of the residential environment in the area with various upcoming projects.”
