The Seoul Metropolitan Government is taking active steps to help young people have breakfast by collaborating with the central government and universities.
On the 10th, Seoul announced that in response to the confirmed need for breakfast support and the high policy demand among young people related to the central government's ongoing '1,000 Won Breakfast' initiative, the city will inject budget and consult with universities to expand the policy so that more young people can benefit.
The central government's current '1,000 Won Breakfast' project provides quality breakfast to college students, who have a high rate of skipping breakfast, at the price of 1,000 won.
Seoul plans to cover the cost of 'one meal for 1,000 won' to increase university participation and enable more college students in the Seoul area to enjoy the benefits of the 1,000 Won Breakfast. Currently, only 5 out of 54 universities in Seoul (about 9.3%) are participating in the government's '1,000 Won Breakfast' program. The city views the low participation rate as due to the financial burden on universities and intends to actively support by covering the 'one meal for 1,000 won' cost, thereby reducing both the universities' financial burden and the living expenses of young people.
The specific direction of the project will be decided through consultations with the central government and universities, and the necessary budget will be secured by exploring various options such as supplementary budgets. Supporting students enrolled in 54 universities located in Seoul is expected to require approximately 1.5 billion to 3.7 billion won. Seoul plans to proceed with the project after consultations with the Ministry of Agriculture, Food and Rural Affairs, university demand surveys, and other necessary preliminary procedures.

Mayor Oh Se-hoon stated, “I believe that good policies know no distinction between central and local governments. This is especially true when investing in the youth who will lead the future.” He emphasized the importance of this project by saying, “The health of young people is the health of our future.” Along with this, he added, “We will always listen to the voices of young people and continue to develop policies that alleviate their difficulties, policies that can be felt in daily life, and policies that empower them to take leaps forward on their own.”
