Changwon Special City, Myeongseo District Selected for Excellent Retention Facility Installation Project
Selected New Projects for 2024 Led by Ministry of the Interior and Safety... Secured 19.8 Billion KRW in National Road Funds
Changwon Special City in Gyeongnam has secured 19.8 billion KRW in national and local government funding after the Myeongseo District stormwater detention facility installation project was finally selected as a new project site for the 2024 Excellent Stormwater Detention Facility by the Ministry of the Interior and Safety.
In February, the city applied to the Ministry of the Interior and Safety to designate Myeongseo District as a new project site. After expert on-site evaluations and face-to-face presentation reviews, it was finally selected as a new stormwater detention facility installation project for 2024.
The project target area, Myeongseo-dong in Uichang-gu, is a disaster-vulnerable area where residents have continuously appealed for natural disaster countermeasures due to frequent flooding causing significant casualties and property damage during typhoons and heavy rains. The installation of this stormwater detention facility is expected to play a major role in strengthening disaster prevention by resolving flood damage.
This project is a disaster prevention initiative that includes the construction of a new detention basin with a capacity of 14,000 cubic meters and the improvement and maintenance of 1,715 meters of stormwater drainage pipes. The detailed design service will begin in 2024, with project completion scheduled for 2027. Of the total project cost of 33 billion KRW, 16.5 billion KRW (50% subsidy rate) will be supported by national funds, and 3.3 billion KRW (10% subsidy rate) by provincial funds, significantly reducing the city's financial burden for disaster prevention project implementation.
In particular, this project site has been an area of continuous interest, with Mayor Hong Nam-pyo and National Assemblyman Kim Young-seon conducting on-site visits and meetings with local residents last year. The city has repeatedly expressed the necessity and determination to central government ministries for project promotion. As a result, it achieved the great success of being finally selected as a new disaster prevention project site for 2024.
Mayor Hong stated, “The installation of the stormwater detention facility in Myeongseo District is expected to greatly contribute to protecting citizens' property and lives by resolving frequent flooding in the low-lying residential areas of Myeongseo-dong, Uichang-gu.” He added, “We will continue to take the lead in actively promoting disaster prevention projects and improving the city's disaster resilience to grow Changwon Special City into a safety-centered city.”

Stormwater detention facilities are disaster prevention structures that temporarily store floodwaters during heavy rains to prevent flooding in low-lying areas. In Changwon Special City, the Sinchon District stormwater detention facility in Sinchon-dong, Seongsan-gu, is planned to begin construction in January 2024, and the Yangdeok District stormwater detention facility in Guam-dong, Masanhwawon-gu, is scheduled for completion in May. Additionally, detention facilities in Palyong District and three other locations are currently managed and operated by the respective district office departments.
