Unprecedented US Invitation for Korea Visit and Congressional Speech... Yoon Responds by Accompanying Ruling and Opposition Lawmakers as Special Delegates
Presidential Office "Special Attendants Include Opposition Lawmakers"
Yoon Likely to Be Accompanied in Parliamentary Speech and Meetings with Parliament Officials
Possibility of Establishing Korea-US Parliamentary League
President Yoon Suk-yeol's state visit to the United States later this month will be accompanied by lawmakers from both ruling and opposition parties as special envoys. This is interpreted as a plan to actively involve lawmakers in diplomatic schedules such as strengthening the Korea-US alliance and economic security, thereby fostering goodwill between the Korean and US legislatures. In particular, it is observed that the unusual invitation for President Yoon to deliver a joint address to the US Congress, conveyed by Michael McCaul, Chairman of the US House Foreign Affairs Committee, along with a bipartisan delegation from the committee, is not unrelated to this decision.
Kim Eun-hye, Chief of Public Relations, stated at a briefing at the Yongsan Presidential Office on the afternoon of the 6th, "Lawmakers will accompany President Yoon on his visit to the US as special envoys," adding, "We expect the lawmakers to play a significant role in engaging with the US Congress and the broader community for national interests."
The Presidential Office is reportedly contacting lawmakers, mainly those belonging to the Korea-US Parliamentary Diplomacy Forum, a congressional group for Korea-US diplomatic relations, to accompany President Yoon.
A senior official from the Presidential Office, when asked by reporters about the inclusion of opposition party lawmakers, replied, "It has not been finalized yet, but we understand that those who will contribute to Korea-US friendship will be included," and added, "We believe opposition party lawmakers are also included among the special envoys."

Since the US, contrary to usual procedures, sent bipartisan lawmakers to convey the invitation for President Yoon to deliver a speech, it is also interpreted that Korea plans to send lawmakers from both parties to the US to strengthen relations not only with the government but also with the legislature.
At the briefing, Chief Kim said regarding President Yoon receiving the invitation for a joint address to Congress directly from Chairman McCaul the previous day, "This is quite unprecedented in diplomatic protocol," adding, "Looking at past precedents of invitations for South Korean presidents to speak before the US Congress, most were conveyed through the Korean Embassy or the ambassador to the US." She further stated, "Kevin McCarthy's office, the Speaker of the US House of Representatives, is expected to officially deliver the invitation letter from the US Congress to our government shortly."
The delegation of lawmakers visiting the US is expected to accompany President Yoon during his speech to the US Congress and meetings with congressional officials, engaging in comprehensive parliamentary diplomacy.
Marking the 70th anniversary of the Korea-US alliance and its elevation to a global comprehensive strategic alliance, there is speculation that a "Korea-US Parliamentary League" might be established, similar to the existing Korea-Japan Parliamentary League and Korea-China Parliamentary League. The idea is to create a congressional corporation involving US lawmakers to institutionalize exchanges between the two countries' legislatures.
Business leaders are also expected to accompany President Yoon in large numbers. Given the global supply chain crisis and the heightened importance of economic security, this first state visit to the US in 12 years is likely to include a large economic delegation.
During his visits to the United Arab Emirates (UAE) and Switzerland in January, and Japan last month, President Yoon, who has dubbed himself "South Korea's No. 1 Salesman," carried out schedules related to exports and orders alongside Korean businesspeople.
