Capacity Building Workshop for Practical Resident Sovereignty
On the 6th, Changwon Special City in Gyeongnam held the '2023 Changwon Special City Resident Participatory Budget Committee (hereinafter referred to as the ‘Committee’)' appointment ceremony and capacity-building workshop at the Citizen Hall, officially commencing its activities.
The city awarded appointment letters to the 2023 Resident Participatory Budget Committee members, elected the executive members, explored the operational direction of the Changwon Special City Resident Participatory Budget, and conducted a special lecture on the resident participatory budget system in sequence.

View original imageThe 5th Committee consists of a total of 70 members selected through open recruitment and recommendations, including a diverse age range from their 20s to 70s, reflecting voices from various sectors. Additionally, to efficiently perform the committee’s functions, it is divided into five subcommittees (▲Planning and Administration ▲Economy, Welfare, and Women ▲Culture, Environment, and City ▲Construction, Maritime, and Agriculture & Forestry ▲Youth).
The Resident Participatory Budget Committee will be active for one year until March 31, 2024. It mainly gathers diverse opinions from residents throughout the budget process, including budget formulation, and plays roles such as reviewing and adjusting the priorities of citizen-proposed projects.
In the second part of the workshop, Kang Shin-oh, Head of the Autonomous Administration Division, urged the committee members to actively participate, focusing on the operational plan for this year to explore the direction of the 2022 Changwon Special City Resident Participatory Budget system.
During the special lecture on the resident participatory budget system, Professor Kim Myung-yong from Changwon University gave a lecture on the roles of the committee, providing time for capacity building of the members.
Hong Nam-pyo, Mayor of Changwon Special City, said, “Through the participation of the Resident Participatory Budget Committee members, I hope the resident participatory budget system will be further revitalized and, furthermore, enhance the transparency and fairness of financial management,” adding, “I hope the committee will lead well so that it can establish itself as a practical participatory budget body representing the citizens.”

The city is accepting proposed projects to be reflected in next year’s budget through the city website, mail, and visits until May 8. Any Changwon Special City resident can apply. The submitted proposals will be reviewed by the relevant departments and deliberated and adjusted by the resident participatory budget body, then finally selected at the participatory budget general meeting and implemented citywide next year.
