Busan City Opens 'Jeonse Damage Support Center' ... Counseling Services Begin
First Opening Outside the Seoul Metropolitan Area to Improve Convenience for Jeonse Damage Tenants

Busan City announced that it has opened the ‘Jeonse Damage Support Center’ to provide full-scale consultation services for victims of Jeonse fraud.
Recently, Jeonse fraud has emerged as a serious social issue, raising the need to protect victims who are suffering from such fraud. In response, Busan City plans to actively address the issue by expanding administrative efforts and improving convenience for affected tenants, establishing the ‘Jeonse Damage Support Center’ as the first of its kind outside the Seoul metropolitan area.
The main tasks of the center include: ① Providing free legal consultations and guidance on legal aid procedures through the Korea Legal Aid Corporation; ② Converting vacant LH local public corporation rental housing units into emergency housing support units; ③ Offering low-interest (1.2?2.1% from the fund) and interest-free loans (including guarantee fees) for new rental housing deposits to support tenants who have not received their deposit refunds; ④ Receiving reports of suspected Jeonse fraud cases and sharing them with related organizations and departments (Real Estate Consumer Protection Planning Team, National Police Agency) to prevent further spread of damage.
The center is located on the first floor of the open consultation room at Busan Urban Corporation. Busan City will support the policy, and free legal consultations will be provided through judicial scriveners supported by HUG and the Ministry of Land, Infrastructure and Transport.

Consultations at the center will begin on the 3rd. The daily working hours are from 10 a.m. to 5 p.m., handling tasks such as receiving and issuing damage confirmation documents, conducting support reviews, and selecting tenants who require emergency housing support.
Since its opening in September last year, the HUG Jeonse Damage Support Center has received a total of 4,037 damage cases as of mid-March 2023, with 94 cases confirmed in Busan City.
