Busan City announced that it will incorporate metaverse convention technology to ensure the successful hosting of the ‘2023 Busan World Disabled Persons’ Games.’
During the ‘2023 Busan World Disabled Persons’ Games’ (August 7?11 at BEXCO), the city plans to implement a metaverse platform so that visitors can experience various content such as international forums, cultural and artistic exhibitions and performances, and special events in a three-dimensional (3D) virtual space.
Participants will be able to freely join the venue, virtually recreated as ‘BEXCO,’ the actual event location, through online access. They can create avatars resembling their real appearance and voice to attend international forums, appreciate exhibited artworks, and freely communicate with other participants.
In particular, this will enable participation from overseas foreigners who find it difficult to attend due to physical space constraints and disabled persons with mobility challenges. By providing real-time interpretation services, the event is expected to become an international competition without language barriers for both domestic and foreign attendees.
To this end, on the afternoon of the 17th, the city held the ‘Busan World Disabled Persons’ Games Metaverse Launch Meeting’ in the small conference room on the 12th floor of City Hall. Busan City, the organizing committee, and the project executing agency (Ecomice) participated to discuss the utilization plan for the metaverse convention and coordinate programs linked to the event.
At the meeting, the project executing agency introduced the application plans for ‘immersive metaverse technologies’ such as digital twin space implementation, digital human-type realistic avatar creation, text-to-speech (TTS) avatar voice communication, and metaverse 3D content user interaction, as well as ‘low-latency metaverse platform service technology’ considering overseas network environments.
An Kyung-eun, Director of the Social Welfare Bureau of the city, stated, “The metaverse will contribute not only to exhibition viewing, event participation, and communication in virtual spaces but also to expanding the platform for communication and cooperation within the domestic and international disability communities, which had been disconnected due to COVID-19, beyond offline spaces.”
The ‘2023 Busan World Disabled Persons’ Games’ will be held for five days from August 7 to August 11 at BEXCO under the theme ‘Big Changes and Disability.’

Through this event, the city plans to demonstrate metaverse exhibition and convention platform technologies and utilize them for future international mega-events scheduled to be held, such as the 2030 Busan World Expo.
