Measures to Address Educational Deficits in Jinhae-gu Area
A proposal has been made to designate Junbyeokji schools in Jinhae-gu, Changwon Special City, Gyeongnam, as a measure to address the educational capacity deficit in the Jinhae-gu area.
This comes from an analysis of 20 regions within Gyeongnam, which found that Jinhae-gu in Changwon City is the only area without incentives for teachers working locally to get promoted.
In this regard, Park Dong-cheol, a member of the Gyeongnam Provincial Assembly, stated at the 2nd Education Committee meeting of the 402nd extraordinary session that, addressing the Changwon Regional Office of Education, “If in the past the designation of Junbyeokji schools by the provincial education office was based on physical distances such as transportation, bathhouses, and beauty salons, in the future, the psychological distance of teachers should also become an important factor.”
Junbyeokji schools are intended to prevent the concentration of teachers in island and remote areas, which currently receive promotion bonus points, and to increase the number of teachers willing to work in rural schools with poor living conditions comparable to those in island and remote areas. This is proposed as a solution to schools with weak social infrastructure.
Furthermore, Assemblyman Park expressed concern over the continuous decrease in the appointment of vice principals promoted from other regions and their short local service periods, which reduces understanding of local issues and the role of a central figure in the medium- to long-term development of education in Jinhae. He pointed out that the absence of vice principals promoted within the region leads to a lack of principals from the local area, potentially creating a gap in interest and leadership regarding medium- to long-term educational issues in schools and the community.

He added, “Educational facilities in the Jinhae area are severely insufficient, and many schools are undesirable workplaces (schools with low school districts within the area), causing disadvantages for students in the Jinhae region,” and urged, “Please make efforts through various methods to continuously strengthen educational capacity.”
