The 'Unification Future Planning Committee' has been launched directly under the Minister of Unification to develop unification policies and spread consensus both domestically and internationally. It is expected to play a central role in announcing the Yoon Suk-yeol administration's mid- to long-term vision for unification, the 'New Unification Future Vision,' within this year.
The Ministry of Unification announced on the 28th that the composition of the Unification Future Planning Committee has been completed. The establishment of the committee was first mentioned in last month's New Year's work report and is expected to serve as a public-private collaboration platform to develop the Yoon Suk-yeol administration's unification policies, including the New Unification Future Vision. The Ministry of Unification issued the "Regulations on the Composition and Operation of the Unification Future Planning Committee" as a ministerial directive on the same day, which will serve as the basis for the committee's activities.
The committee consists of five subcommittees: ▲Political and Military ▲Economic ▲Socio-Cultural ▲Humanitarian and Human Rights ▲International Cooperation, with a total of 34 members including one chairperson. The members serve a one-year term and may be reappointed. The first chairperson is Professor Kim Young-ho of the Department of Political Science and Diplomacy at Sungshin Women's University, who served as the Presidential Secretary for Unification during the Lee Myung-bak administration. According to the Ministry of Unification, private sector experts with extensive expertise and experience in each field were appointed.
By subcommittee, the Political and Military subcommittee is chaired by Kim Cheon-sik, Chairman of the Association of People Thinking about Unification; the Economic subcommittee by Professor Kim Byung-yeon of Seoul National University's Department of Economics; the Socio-Cultural subcommittee by Hyun In-ae, Visiting Research Fellow at Ewha Womans University's Institute for Unification Studies; the Humanitarian and Human Rights subcommittee by Professor Lee Jung-hoon of Yonsei University's Graduate School of International Studies; and the International Cooperation subcommittee by Kim Jae-chun, Dean of Sogang University's Graduate School of International Studies.
According to the directive, meetings will be held once quarterly, with the first meeting scheduled for mid-next month under the chairmanship of Minister of Unification Kwon Young-se. The committee will play a central role in preparing the New Unification Future Vision to be announced within the year, while also conducting public opinion gathering and public discourse projects on unification policies through roundtable discussions, seminars, and international cooperation dialogues.
A Ministry of Unification official stated, "With the intensifying strategic competition between the United States and China and North Korea continuing its nuclear development in inter-Korean relations, considering changes in public perception and the weakening of the unification focal point due to prolonged division, we saw the need for a new mid- to long-term vision (New Unification Future Vision). The committee will play a role in presenting that direction."
Meanwhile, the Ministry of Unification is preparing to announce the New Unification Future Vision within the year, separate from the 'National Community Unification Plan' and the denuclearization roadmap 'Bold Initiative.' While existing unification plans serve as broad milestones, the New Unification Future Vision is expected to present detailed strategies and tasks. It will reflect changes in the international community's perception of South Korea's status and the evolving security situation, including North Korea's escalating nuclear and missile threats.

The New Unification Future Vision is also expected to provide direction for the Yoon Suk-yeol administration's future security policies. Previously, a senior official from the Ministry of Unification stated before last month's New Year's work report that it would be "a vision not only for the Ministry of Unification but for the entire government." Accordingly, after the Ministry of Unification completes the basic framework, related ministries are expected to participate and expand its scope.
