Seoul City Announces First Phase of 15,000 Households for 'Safe Income Stage 2 Pilot Project'

[Asia Economy Reporter Kiho Sung] The Seoul Metropolitan Government has completed the application process for the ‘Phase 2 Pilot Project for Safe Income Participating Households’ and announced the selection of 15,000 households in the first round on the 16th.
A total of 76,051 households applied during the 17-day application period for the ‘Phase 2 Pilot Project for Safe Income Participating Households’ held from the 25th of last month to the 10th.
By household size, single-person households accounted for the largest number of applications with 32,452 cases (42.7%), and by age, middle-aged households aged 40 to 64 accounted for the largest number with 39,351 cases (51.7%).
The city divided the applicant households into 12 categories based on household size (1-person/2-person/3-person/4-person) and the age of the head of household (under 39/40-64/65 and over), and randomly selected 15,000 households in the first round.
The 15,000 households selected in the first round must visit their local community service center in their registered residential district in person between the 20th of this month and the 3rd of next month, a period of 12 days, to submit four types of documents.
Based on the submitted documents, the city will verify whether the households meet the income and property criteria through the Happy e-um (Social Welfare Integrated Management Network), and plans to randomly select 4,000 households in the second round in April.
In May and June, a baseline survey will be conducted targeting the 4,000 households selected in the second round to build basic statistics that compare before and after the safe income payments.
At the end of June, among the 4,000 households selected in the second round, 1,100 households will be finally selected as the support group through the same random selection method used in the first and second rounds, targeting those who have completed the baseline survey. The final selected households will participate in the pilot project by receiving monthly support for two years equal to half the difference between 85% of the median income standard and their household income.
Additionally, the city will select a comparison group that does not receive safe income benefits separately from the support group. This comparison group will participate in the study alongside the support group until 2026, and will receive a small reward for responding to surveys.
