Seoul City to Transform Aging Namsan Creative Center into Zero-Energy Building
Energy Consumption Reduced by 77%
[Asia Economy Reporter Kiho Sung] Seoul City announced on the 13th that it has fully remodeled the Namsan Creative Center, which had ceased operations due to facility aging, and obtained Zero Energy Building (ZEB) certification as an eco-friendly low-carbon building.
The Namsan Creative Center is the first city-owned building to be transformed into a Zero Energy Building through remodeling. In the second half of 2020, the city promoted the pilot project "Namsan Creative Center Zero Energy Building (ZEB) Conversion Remodeling Construction" to activate zero-energy public buildings and expand to private buildings. In 2021, after selecting an architect through a design competition, the city proceeded with design services to explore ways to improve energy performance.
The city invested a total budget of 4.4 billion KRW to install fire-resistant and highly insulating semi-noncombustible insulation materials on floors, walls, and ceilings, and installed high-efficiency windows, system heating and cooling units, heat recovery ventilation systems, and high-efficiency lighting (LED), achieving a more than 77% reduction in primary energy consumption compared to before, thereby dramatically improving performance. A solar power generation facility (capacity 30KW) was installed on the building rooftop, securing an energy self-sufficiency rate of 33.45%.
Additionally, for user convenience, various facilities were added, including elevators and dedicated restrooms for the disabled, and a rest area for pregnant women. The structure was improved to facilitate convenient user movement and easy vehicle entry and exit inside the building. Furthermore, seismic design was reinforced to ensure safety against earthquakes.
Meanwhile, the city is promoting the "Northern Technical Education Center Zero Energy Building (ZEB) Conversion Project," aiming for completion by the end of this year, and plans to analyze the project effects to activate the transition to low-carbon green buildings through remodeling in the future.

Lee In-geun, Head of Seoul City Climate and Environment Headquarters, said, "The Namsan Creative Center Zero Energy Building (ZEB) conversion project is the first case of obtaining ZEB certification by remodeling an aging public building with poor energy performance among Seoul city-owned buildings," adding, "We will make further efforts to promote the transition to low-carbon green buildings through remodeling of existing public buildings and expand this to the private sector."
