[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (District Mayor Choi Ho-gwon) announced that it will expand the mobile text service for local tax delinquency information.
Paper notices were often not properly delivered due to unknown addresses, closed or absent households, frequent residence changes by foreigners, and the increase of dual-income and single-person households, causing difficulties for the district in collecting delinquent amounts.
Accordingly, starting with 19,760 people on January 25, the district plans to provide the local tax delinquency information mobile text service to 40,699 delinquent taxpayers in a total of 5 rounds annually. In 2022, the mobile delinquency information text service was provided 4 times a year to a total of 22,899 people.
The district sends the encrypted SCI value (Secure Connection Information) of the delinquent taxpayer’s resident registration number to the telecom company even if the taxpayer’s phone number is unknown. The telecom company then matches it with the subscriber’s mobile phone number it holds and sends the text message.
Delinquent taxpayers who receive the mobile text can check the delinquent amount, the name and phone number of the responsible staff. After identity verification, they can pay the delinquent amount immediately via STAX (app), ETAX (Seoul local tax payment site), bank transfer, credit card, or simple payment methods without visiting a bank.
By utilizing the mobile text service, the district can not only increase the delinquency collection rate but also save 19,782,000 KRW annually, which corresponds to 75% of the cost of producing and sending paper notices.
Additionally, there are benefits such as resolving surcharge issues caused by undelivered delinquency notices, environmental protection by reducing paper notices, improved payment convenience, and decreased complaints about personal information leaks due to undelivered notices.
Furthermore, to improve the delinquency collection rate, the district has strengthened customized collection activities based on delinquency characteristics, including ▲producing the first local tax payment leaflet for foreigners in Seoul ▲imposing exit bans and public disclosure on high-amount habitual delinquents, towing vehicles ▲restricting licensed businesses ▲seizing and auctioning real estate or vehicles. As a result, the delinquency collection rate in 2022 exceeded the target by achieving 125% of the collection goal.
Going forward, the district plans to provide various and convenient taxpayer services such as ▲sending large-font delinquency notices for seniors ▲expanding the Kakao Channel ‘Yeongdeungpo-gu Local Tax Consultation Service’ 1:1 consultation channel.

District Mayor Choi Ho-gwon stated, “We will increase our district’s delinquency collection rate through the convenient and simple mobile delinquency information text service,” and added, “We will continue to provide diverse and convenient tax administration services for our residents.”
