[Asia Economy Reporter Song Seung-seop] Prime Minister Han Duck-soo has ordered "drastic measures" against a series of illegal activities occurring at construction sites. He urged a firm response, stating that rental fraud crimes cannot be tolerated.
On the 5th, Prime Minister Han held a meeting of ministers related to national affairs at the Government Seoul Office and said, "The government has prepared drastic measures to realize a sound labor market and support the development of the construction industry," adding, "Keep in mind that only strong will to implement and execution based on law and principles can produce results, and this time, make sure to eradicate the chronic evils at construction sites."
Prime Minister Han explained, "To prevent illegal acts at construction sites, joint inspections by related ministries and detention of offenders have been carried out," but noted, "Illegal activities such as forced hiring of union members and demands for money are still continuing at some sites."
Recently, member companies of the Korea Construction Association submitted a petition requesting resolution of illegal union activities. Union members at construction sites have been forcing fees such as full-time union dues or monthly fees. If refused, union members often block construction vehicles or play loud music to disrupt work.
Prime Minister Han also expressed concern, saying, "Investigations are underway regarding the so-called Villa King incident and rental deposit fraud, and even from what has been revealed so far, the scale of damage is considerable," adding, "The damage is severe especially for young people starting their careers and newlyweds."

He continued, "Rental fraud is an organized crime committed in collusion by building owners, rental business operators, and sales agents, and it cannot be tolerated as it can undermine the foundation of ordinary people's lives," emphasizing, "The Ministry of Land, Infrastructure and Transport, the National Police Agency, and other related ministries should do their best to support victims and firmly respond to related crimes."
