Launch of Pan-Government 'Smart Bokji Safety Community Promotion Team'... Addressing Welfare and Safety Blind Spots
Establishing Comprehensive Support Measures Through Public-Private Cooperation
[Asia Economy Reporter Kiho Sung] The government is strengthening a pan-government support system to establish countermeasures that can operate at the eup, myeon, and dong levels to ensure there are no gaps in discovering and supporting households in crisis regarding welfare and safety.
The Ministry of the Interior and Safety announced on the 28th that it will launch the pan-government "Smart Welfare Safety Community Promotion Team (Promotion Team)" to support the eup, myeon, and dong areas, which are the contact points with residents, in preparing for risk factors around residents' daily lives and implementing meticulous welfare administration.
The Promotion Team will consist of eight ministries, including the Ministry of the Interior and Safety, the Ministry of Health and Welfare, and the Ministry of Science and ICT, and will be organized into three teams: Smart Safety Planning Team, Crisis Household Discovery and Support Team, and Welfare Resource Connection Team. This Promotion Team is scheduled to be formed within the Local Autonomy Division of the Ministry of the Interior and Safety and will begin full-scale activities starting January next year.
The Promotion Team will play a role in dramatically improving the functions of eup, myeon, and dong by utilizing information and communication (IT) technology to support the establishment of smart community centers and smart villages.
Support for building smart community centers involves applying information and communication technology to community centers to establish electronic resident participation systems such as electronic voting on local issues at the eup, myeon, and dong levels, while improving civil service accessibility so that no neighbors are excluded from administrative services.
Additionally, at the frontline eup, myeon, and dong levels, the Promotion Team will promote voluntary smart village implementation by combining IT technology with village community activities to discover and disseminate excellent cases that solve local problems and improve local services.
In particular, by activating public-private cooperation to respond to safety blind spots and discover and support households in crisis, the Promotion Team will support the proper delivery of welfare and safety services provided at the eup, myeon, and dong levels.
The Promotion Team, composed of multiple ministries, will diversify the system for discovering households in crisis through information linkage among related agencies, and strengthen customized support for each target by connecting discovered crisis households with support projects for vulnerable groups.
Furthermore, it plans to utilize local private human networks such as community leaders and local autonomous disaster prevention groups within the community to inspect risk areas and discover safety-vulnerable households.
