First Urban Complex Project Near Duksung Women's University Loses District Designation
Rejected for failing to secure more than half of the land area
[Asia Economy Reporter Noh Kyung-jo] The site near Duksung Women's University in Ssangmun-dong, Dobong-gu, Seoul (around lot number 486-107), which was designated as a planned district for the urban public housing complex project at the end of last year, has been deregulated without entering the main development phase. This became the first case of cancellation of an urban complex project as the school foundation Duksung Academy (hereinafter the Foundation) did not agree to the development.

View original imageAccording to the Ministry of Land, Infrastructure and Transport on the 27th, the planned district for the urban complex project near Duksung Women's University was deregulated as of the 26th pursuant to Article 40-7, Paragraph 6 of the Special Act on Public Housing.
The Ministry of Land, Infrastructure and Transport announced in a ministerial notice the previous day, "If, within one year after the designation of the planned district, consent from two-thirds or more of the landowners and acquisition of land corresponding to at least half of the land area are not secured, the designation proposal will be rejected."
Specifically, although consent from two-thirds or more of the landowners was obtained, it was confirmed that acquisition of at least half of the land area was not achieved. The planned project area was 39,276 square meters, requiring a minimum of 19,638 square meters of land.
The Ministry explained that obtaining the Foundation's consent was particularly difficult. A Ministry official said, "The Foundation owned about 14,000 square meters of land, which was quite large, so they hoped to share in the development profits. However, since this is a public project, it was difficult to reach an agreement on that point." If the project had proceeded, the Korea Land and Housing Corporation (LH), which would have been responsible for implementation, also negotiated with the Foundation, but it was reportedly not easy.
The official said it was unknown whether the Foundation had plans for private development. However, they added that since residents were actively supportive of the project, the cancellation was regrettable. Unlike general maintenance projects, the urban complex project can be completed from district designation to sale within two years and six months by omitting procedures such as establishing associations and management disposition. Residents can also directly select the construction company, which is why it enjoys high resident support. According to the plan, 976 households were to be supplied near Duksung Women's University.

He said, "Until now, there have been no cases of deregulation at the planned district stage or cancellation after designation as the main district," and added, "We will strive to ensure that other project sites can proceed smoothly."
