According to the police on the 16th, the progressive group Candlelight Conversion Action and the conservative group Liberty Unification Party will hold a large-scale rally with an estimated 30,000 participants in the Jung-gu area of Seoul the following day. The police plan to operate reversible lanes in sections including Samgakji Station and Donghwa Duty-Free Shop, the rally venues, and to allow general vehicles to use bus-only lanes to ensure smooth traffic flow as Candlelight Conversion Action marches from Samgakji Station through Seoul Station toward Sungnyemun.

The police will install about 53 guide signboards around the rally and march routes and deploy approximately 220 personnel, including traffic police, to manage vehicle detours and traffic control. A police official urged, "Please use public transportation such as the subway as much as possible, and if you use a vehicle, check traffic information in advance."
