[Initial Insight] Is Won Hee-ryong's Leadership Showmanship?

[Asia Economy Reporter Cha Wanyong] Whenever a specific incident or accident occurs, the coping ability and leadership of our society's elite come under scrutiny. Especially, the heads of administrative departments handling the country's political affairs are expected to perform at least adequately. They are often criticized depending on interests and frequently reprimanded for failing to garner timely public sympathy.
However, recently, a figure has emerged who receives more support than criticism. It is Minister Won Heeryong of the Ministry of Land, Infrastructure and Transport, who has demonstrated strong leadership by refusing to compromise with 'illegal and unfair practices.' He enjoys popularity that is rare even across the entire political sphere, beyond just ministerial ranks. If he maintains his current position well, there is an atmosphere that he could envision an even bigger picture in the future. Yet, some argue that Minister Won's actions and outspoken remarks cross the line from leadership into showmanship.
In fact, when Minister Won first took office in early May, he was criticized almost daily. He was blamed for increasing industrial losses due to inadequate response to the Korean Confederation of Trade Unions Cargo Solidarity strike (June) that occurred shortly after his inauguration. His real estate policies also faced heavy public backlash for lacking a concrete roadmap. Dissatisfaction and accountability demands regarding the delayed groundbreaking of the Seoul Metropolitan Area Express Train (GTX) were also directed at Minister Won.
So much so that even among reporters, sarcastic remarks poured out. Whenever small groups gathered, Minister Won inevitably became the subject of jokes. There were even comments calling him a 'puppet politician minister.' Many viewed him with pity. Rumors circulated that he was a scapegoat for the indiscriminate promises made during the presidential election.
But this was only temporary. In just half a year, Minister Won earned public recognition as a 'competent Minister of Land, Infrastructure and Transport' through strong leadership grounded in a sense of justice. He implemented consistent deregulation policies in the warning-signaled real estate market and responded with strong warnings and measures to the Eunma Apartment Reconstruction Promotion Committee, which was criticized for regional selfishness.
As a result, his overall popularity among the general public, excluding political leanings or specific groups, rose, contributing to raising the current government's approval rating into the 30% range. While it cannot be solely attributed to Minister Won, it is clear that the process of overcoming the unstable situation amid focused real estate policies and economic crisis had a significant impact.
However, excessive leadership led to misunderstandings. Minister Won demonstrated even stronger leadership during the second Korean Confederation of Trade Unions Cargo Solidarity strike at the end of November, but the harsh language used during this period came under fire. Terms like 'mob rule' and 'punishment,' which are usually seen in political arenas, became problematic. Toward the end of the strike, calling the Korean Confederation of Trade Unions a 'gangster group' sparked controversy.
Consequently, some began to criticize Minister Won's high-level remarks as showmanship aimed at 'consolidating government support' and 'advancing his political career.' Fortunately, the controversy over his harsh political remarks subsided somewhat after the Cargo Solidarity voluntarily withdrew the strike shortly thereafter.
Nevertheless, there are still those who view Minister Won's strong leadership with skepticism. This is partly because he is a former politician and is mentioned as one of the powerful potential leaders.
On the 12th, during a press conference at the Government Complex Sejong held by the Ministry of Land, Infrastructure and Transport, Minister Won was asked by a reporter about his willingness to respond to a 'love call from Yeouido.' Minister Won replied, "I will take responsibility for the position of Minister of Land, Infrastructure and Transport and devote myself to it."

It is uncertain how things will unfold in the future. However, as in this response, we hope that the strong leadership and harsh remarks he has shown so far were not showmanship aimed at Yeouido but a minister's duty to take responsibility for the people's livelihood.
