Police Agency Disciplinary Committee Suspends Chief Superintendent Ryu Sam-Young for 3 Months Over Opposition to Police Bureau
[Asia Economy Reporter Seongpil Jo] Chief Superintendent Ryu Sam-yeong, who led the nationwide police chiefs (Chief Superintendents) meeting opposing the establishment of the Police Bureau under the Ministry of the Interior and Safety, has been suspended for three months.
The Central Disciplinary Committee of the National Police Agency announced that it has notified Chief Superintendent Ryu of a three-month suspension. According to the Police Officer Disciplinary Regulations, disciplinary actions include dismissal, removal, demotion, suspension, pay reduction, and reprimand. Among these, dismissal, removal, demotion, and suspension are considered serious disciplinary actions. In Ryu’s case, he received the lowest level of serious disciplinary action.
Earlier, on July 23 of this year, while serving as the Chief of Ulsan Jungbu Police Station, Chief Superintendent Ryu led a nationwide police chiefs meeting attended by 54 chief superintendents opposing the Police Bureau. Despite orders to halt the meeting, Ryu continued it and was subsequently placed on standby and subjected to an internal investigation.
In September, the Police Citizens’ Inspection Committee recommended a minor disciplinary action against Chief Superintendent Ryu, but Police Commissioner Yoon Hee-geun requested the Central Disciplinary Committee to impose a serious disciplinary action, and the committee convened on the 8th of this month. Regarding this, Commissioner Yoon stated the day before, "This conclusion was reached after careful consideration, keeping in mind the historical evaluation of our organization."

Within the police force, there was significant opposition to the Police Commissioner’s demand for a serious disciplinary action against Chief Superintendent Ryu. The National Police Workplace Council (Police Workplace Association) also stated in a press release on the same day, "The meeting was held in a seminar format on a holiday, and there is doubt whether the order to stop it was appropriate. Compared to past prosecutors’ meetings, we believe it was not excessive."
