Site for Gangwon Provincial Government New Office to be finalized by the end of this month... What are the candidate locations?
Construction Start in January 2026, Completion Target in June 2028
'Accessibility' as the Top Priority Condition (41.0%)
[Asia Economy Reporter La Young-cheol] As interest grows in the regions shortlisted as candidates for the new Gangwon Provincial Government Office site, the Site Selection Committee is expected to finalize the candidate site by the end of this month.
According to the province and the Site Selection Committee on the 13th, five locations have been shortlisted: ▲ Bongui-dong, the current Gangwon Provincial Government Office ▲ Geunhwa-dong, the former Camp Page ▲ Udu-dong, the former Gangwon Agricultural Technology Institute ▲ Dongnae-myeon area ▲ Dong-myeon Norumok Reservoir area.
The Site Selection Committee allocated 30 points to 'ease of access' (41.0%) as the top priority condition for selecting the new government office site, based on a public opinion survey conducted among residents in October.
Following that, 'future (urban) expansion potential' was assigned 30 points, 'cost efficiency' 20 points, and both 'surrounding environment' and 'ease of development' were given 10 points each.
Kim Han-su, Director of the Provincial Planning and Coordination Office, stated, "We have established evaluation criteria that reflect public opinion and expert advice."
On the 30th of last month, the Site Selection Committee completed on-site inspections starting with the former Camp Page site, followed by the Agricultural Technology Institute site, the Norumok Reservoir area, and the Dongnae-myeon area.
However, the current government office site was excluded from the inspection due to the committee members' high familiarity with the location.
The Bongui-dong current Gangwon Provincial Government Office site has the advantage of no additional purchase cost, but the disadvantage of incurring approximately 70 billion KRW in moving expenses over two relocations to prepare a temporary office.
Additionally, although its area of about 50,000 square meters is the smallest among the five sites, it is evaluated to have good accessibility to Chuncheon Station and the intercity bus terminal. However, accessibility from Chuncheon IC, the entry point from city and county areas, is somewhat lacking.
The Geunhwa-dong former Camp Page site is city-owned land, about 60,000 square meters, also relatively small compared to other sites. It is considered to have the best accessibility to Chuncheon Station and the intercity bus terminal, but accessibility from Chuncheon IC is somewhat insufficient. It is close to the citizen park currently being developed by Chuncheon City.
The Udu-dong former Gangwon Agricultural Technology Institute site is provincial land, so no separate purchase cost is required. With an area of about 200,000 square meters, it is spacious enough to accommodate not only the government office but also other administrative institutions. However, traffic congestion is expected due to nearby schools, military bases, and apartments. Accessibility from Chuncheon Station, the intercity bus terminal, Chuncheon IC, and the city center is considered poor.
The Dongnae-myeon area is privately owned land, so purchase costs will be incurred if selected as the new government office site. However, it is close to the connection point between Chuncheon IC and the ring road, offering excellent accessibility to the city center and city/county areas. It also has future expansion potential and ease of access for other administrative institutions.
The Dong-myeon Norumok Reservoir is currently owned by the Korea Rural Community Corporation, so separate purchase costs will apply. Being a reservoir-type site, land reclamation work is also required. Accessibility from Chuncheon Station, the terminal, and Chuncheon IC is somewhat poor, and the potential for surrounding expansion is low.
Regarding the relocation and construction of the new government office, competition and conflicts among regions continue to intensify. The groundbreaking for the new Gangwon Provincial Government Office is scheduled for January 2026, with completion targeted for June 2028.
